GAD order on Mar 6 for autonomous bodies keeps LA, LC out of ambit....... | CVOs for 27 admn deptts, 68 DVOs for HODs, 20 for organizations | | Early Times Report Jammu, Mar 10: In order to deal with a deluge of complaints received by the Government and the State Vigilance Organization, alleging omission and commission by officers in various departments, the General Administration Department (GAD) issued an order last year that granted sanction to appointment of Chief Vigilance officers (CVOs) in as many as 27 Administrative Departments mostly in the Civil Secretariat and around 68 Departmental Vigilance Officers (DVOs) for various key departments of the government. In the order issued last year permission was also granted to appointment of vigilance officers in respect of organizations which included Corporations and various Boards as well. As corruption continues to be a major issue and challenge which this state faces as huge impediment in progress, the government issued an order early this month (on March 6) authorising autonomous bodies like Universities to have Departmental Vigilance Officers who would check and deal with a number of complaints pertaining to corruption and other irregularities (that have surfaced in recent years ) in these bodies as well. Among others, in the order issued by GAD, appointment of such officers was specified for Kashmir University, Jammu University , SKUAST Kashmir and SKUAST Jammu, Islamic University of Science and technology and even State Advisory Boards for Gujjars and Bakerwals, Advisory Boards for Pahari Speaking people , J&K Grameen Bank . A comprehensive study shows there is hardly any department where government has not appointed or named any Vigilance officer to examine the complaints of corruption as a prima facie step. It is a different matter whether appointment of such officers yielded any desired result or not. However, what makes things conspicuous in the entire scene is that only Legislative Assembly and Legislative Council do not have any such officer on board nor does have the Law department any such arrangement , even though Departmental officers have been appointed in judiciary sections both in Kashmir region and Jammu . What makes things even more ambiguous is that on the contrary it was the Vigilance Organisation which all of a sudden, almost in the midst of investigations submitted its closure report with respect to certain complaints of corruption, nepotism in appointments and promotions in the Legislative Assembly . Vigilance authorities conducted themselves in a manner (by stepping out of investigations halfway) which showed that the anti graft body acted under some powerful lobby or political pressure in not moving ahead with investigation process, despite having been reprimanded by the Court. The court had acted upon and directed the body to investigate into complaints following a case registered by an RTI activist. Pertinently, in sharp contrast to how things move at a snails pace in J&K, Madhya Pradesh government recently ordered CBI enquiry into complaints of similar nature as seen here (illegal appointments) which were only 16 in number made way back in 1996. |
