Blue-eyed officers ruin GAD, capable watch as mute spectators

Jammu, Mar 10: The General Administration Department (GAD) which is entrusted with the vital task of proper cadre management of KAS Officers besides other responsibilities has of late emerged as the sole nodal agency of KAS cadre "mismanagement and malfunctioning."
The GAD which has been asking the officers to follow rules and guidelines framed by the Government from time to time has been, in principal, working against what it stands for and preaches. The working of the GAD since past several years has been to discourage honest, efficient and working officers, dance to the tunes of a few blue-eyed officers, protecting their interest by all means even brazenly, violating rules and regulations.
The credibility of this prestigious Government Department has eroded enormously and there is resentment and a sense of deprivation, dejection among the officers who has been marginalized in every respect by GAD.
The cadre mismanagement by GAD particularly during the tenure of Mohammad Syed Khan as Secretary GAD, now retired can be well illustrated by citing example of 1999 batch of KAS officer's seniority list. Around seventy officers have been elevated in gross violation of rules and the hapless suffering officers have been knocking the doors of Hon'ble High Court/Supreme Court to get their legitimate position in the seniority list restored. As if this all is not enough, the GAD has been pleading with the Hon'ble courts (High Court & Supreme Court) that interim arrangement be allowed to place these blue-eyed officers on higher posts keeping in view the last year's Parliamentary Elections and the subsequent Assembly Election. The General Administration Department has pleaded that to run the affairs of the Government and to ensure hassle free Elections; interim arrangement of promoting blue-eyed officers is required. This clearly shows that GAD is putting a question mark on the efficiency of majority of the officers who were otherwise eligible for promotion to super scale of KAS and that they can't run the affairs of the Government.
As already reported, the Single Bench of Jammu and Kashmir Hon'ble High Court, the Division Bench of the High Court and even Hon'ble Supreme Court has upheld that the rules have been brazenly violated to benefit few and that seniority list needs to be rectified as per standing norms, but GAD for obvious reasons has been silently and vigorously working to promote the interests of its blue-eyed officers with scant regard to the directions of Hon'ble High Court and Supreme Court in this regard.
The GAD -the KAS cadre management Department has been properly managing the transfers and postings of scores of KAS officers and those officers who are neither IAS nor KAS. Thanks to the largesse of GAD, these scores of officers are manning Departments and have been enjoying prestigious capital city based postings since 2000 when the 1999 batch combined services officers joined the departments allocated to them. The field KAS officers have been tossed from one District to another, while the loved ones were enjoying postings at particular places since years with scant regards to the much talked about transfer policy.
The sorry state of affairs can be judged from the fact that now even 2001 batch KAS officers have been placed at prestigious places ignoring majority of 1999 batch officers who are equally efficient and hard - working . Their fault lies in pointing out the wrong - doings of the General Administration Department.
Instead of rectifying its wrong- doings, the GAD has been espousing the cause of blue - eyed officers for reasons best known to GAD circles and even now it is contemplating to confer KAS on several officers through back- door (Technical Quota) putting aside the fact that KAS exam (Combined Civil Services Examination) is being conducted every year now and most of the KAS selectees over the years come from technical streams. So, the reason behind inducting officers into KAS through Back -door (Technical Quota) is not understandable. Perhaps, it serves the cadre-mismanagement purpose of GAD. The efforts of GAD to confer super scale of KAS to over 15 influential and tainted officers is a step in that direction who are neither IAS nor KAS but qualify the parameters being adopted by GAD for the loved ones.
It shall in the fitness of things for GAD to disband Public Service Commission, make KAS and other selections as per its whims and fancies and continue to discourage the hard - working officers and promote the interests of few while scarifying the rights of a large number of officers who are feeling suffocated and dejected for no fault of theirs.
The influence of these blue eyed officials could be judged from the fact that 1999 batch KAS officer Asgar Hussain who enjoys plump posting of Private Secretary to former Chief Minister Omar Abdullah is now Additional Secretary GAD despite the fact that 2001 batch KAS officer was already posted on same post when Asgar Hussain was transferred to GAD during Governor's rule. The GAD has presently two Additional Secretaries. Asgar's wife Rehana Batul also holds plump posting in the administrative set up due to the influence of her husband. The deserving officers are now hoping that Chief Minister Mufti Mohammad Sayeed would act and set the things in order.
