Controversies apart Mufti, shows verve for work | | | Despite kicking up controversies,which have set the river Ganga on fire thereby resulting in uproar in the Lok Sabha where members berated the J&K Government for having set free a dreaded separatist,Masarat Alam,Mufti Mohd. Sayeed led coalition Government has set in motion its plan of providing compensation and relief to the flood affected people in the state.And the way the Government has announced that the process of relief and rehabilitation of flood affected people will start within 45 days indicates the verve and nerve that Mufti Sayeed has infused in the state administration.This verve was conspicuously missing during the Omar Abdullah led coalition rule because the previous Government could not initiate relief and rehabilitation process for more than three months. True to its commitment of providing good governance the state Government has informed Kashmir's flood affected people and traders that the relief and rehabilitation process will start within 45 days while complaints of "flawed damage assessment" would be looked into. This announcement was made by the Deputy Chief Minister Dr Nirmal Singh during his interaction with flood-hit traders, farmers and people of various parts of Kashmir as head of the cabinet sub-committee formed by the Chief Minister for interacting with the flood hit people and for preparing the plan for carrying out relief and rehabilitation programme. The Cabinet Sub-Committee (CSC) constituted by the Chief Minister on March 4 for holding interactive sessions with flood victims of Central, South, North Kashmir and some areas of Jammu region "to assess the immediate and long term needs of sufferers." Mark it that within three days of taking over as Chief Minister,Mufti Sayeed had constituted the Cabinet Sub-Committee. The committee has been asked to rectify loss assessment in various areas where the flood victims have informed the Government that the Governmen t agencies and officials,assigned with the t ask of assessing the losses,had made wrong assessment because the extent of losses was much higher than the one assessed by the authorities. The other members of CSC are Health Minister Lal Singh, Law Minister Syed Basharat Bukhari, PHE Minister Sukhnandan Kumar, Finance Minister Dr Haseeb Drabu, Public Works Minister Syed Muhammad Altaf Bukhari, and Information Technology Minister Imran Raza Ansari. The government is concerned about loss suffered by people of Kashmir including traders. And the Finance Minister has disclosed that the government will start the process of relief and rehabilitation within 45 days.. The members of the Cabinet Sub-committee had separate meetings with flood affected people in order to get proper feedback on the extent of losses owing to floods. Though in some cases the officials have underestimated the extent of losses and the new Government has announced that all defects in the assessment of losses would be rectified.At the same time the central Government too is st udying the latest report on the losses suffered by people in Jammu and Kashmir owing to September flash floods and lansldies so that the BJP led NDA Government coulod provide financial assistance either directly to the affected people or through the state Government. So far the central Government has not accepted the previous state Government's loss assessment that has touched Rs.44,000 crores on the plea that the assessment is exaggerated and on a higher side.Hence the BJP led central Government plans to keep the work Bank report as the basis for t abulating the flood losses in Jammu and Kashmir. Even Governor,N.N.Vohra, has suggested to the state and the central Governments to keep in mind the World Bank report on losses owing floods because that report could be a proper guide for carrying out relief and rehabilitation programme. |
