Jammu, May 7: In order to explore alternate sources of power to overcome shortage of electricity being experienced in health institutions across the state, the central government had approved 69 Solar Photo-Voltaic (SPV) Power Plants to state government but only 33 could be installed.
Sources told Early Times that the government of India had sanctioned installation of 69 Solar Photo-Voltaic power plants in 2010 with aggregate capacity of 1090 KWP at 69 districts hospitals/ health centers of the State at cost of Rs 32.70 crore for completion by December 2011.
"Out of 69 Solar Photo-Voltaic power plants State government has succeeded to install only 33 plants with capacity 525 KWP and balance 36 plants had not been installed at approved district hospitals/ health centers till 2014 even after a lapse of 26 months from the targeted date fixed by Centre," they said. Sources further informed that similarly, 107 SPV power plants with aggregate capacity of 905 KWP at the estimated cost of Rs 24.44 crore sanctioned in 2012 by the GoI for installation at Community Information Centers (CICs) for completion by the end of January 2013, had not been installed at the CICs as of March 2014, even after lapse of 14 months from the target date of completion. As a matter of fact, only 47 Solar Power Plants i.e. 68 per cent at district hospitals/ health centers and 85 power plants i.e. 79 per cent at CICs had been installed as of August 2014, they added.
"State is already facing huge power crisis due to massive Transmission and Distribution losses and Power Development Department failed reduce T&D losses with its lackadaisical approach," they said further adding that according to the survey, the percentage of T&D losses in the state had been 43 percent in 2007-2008, 62.06 percent in 2009-2010, 60.55 percent in 2010-2011 and 61.61 percent in 2012-2013.
