At least 100 most corrupt officers likely to be dismissed from service | Govt in the process of finalising their names | | Bharat Bhushan Early Times Report Jammu, May 7: It is not a good news for the corrupt in J&K. At least 100 "tainted" bureaucrats, engineers and senior officers of other departments, are likely to be dismissed from services, according to a minister in the Mufti-led government. "It is very shameful for a government to be overcome by the forces of bribery. The BJP-PDP coalition government is in the process of finalising a list of most corrupt J&K officers. Once this list is made, their services would be terminated forthwith," he said in a private conversation with this scribe. These tainted officers, about 100 in number, belonged to different government departments, the minister informed. When told that J&K has been labelled as the second most corrupt state in the country and the corrupt here are protected in the corridors of power without any regret, he said it won't be allowed to continue anymore. Unlike the previous government, this government had the will to act against the corrupt. "Termination of their services is the only way left to deal with the chronic corruption and bureaucracy in the state and send a signal to others to mend their ways," the minister said. He said the government would act on the list, which was being prepared by all the ministries in a clandestine manner, soon after it was finalised. The Mufti had also dismissed some tainted bureaucrats during his previous tenure as Chief Minister. Official sources said the government already had the names of 31 tainted IAS and KAS officers who were found involved in scams and misappropriation of funds. A multi-crore scam was unearthed in JAKFED over a decade and a half back. Its probe was entrusted to senior IAS officer KB Pillai, who in 1999 submitted a voluminous report to then Chief Minister Farooq Abdullah, substantiating the loot of fertilisers by a well organised mafia run by then JAKFED management in league with certain unscrupulous fertilizer dealers. Pillal, in his report established the fake movement of fertilizers worth crores on the basis of the certificates given by then Excise Commissioner M M Bhat that the trucks carrying fertiliser to Rajouri and Poonch districts never crossed Gandharvial toll post at Akhnoor and similarly, the trucks carrying fertilizer to the valley never crossed Nagrota and Banihal toll posts. Pillai had expressed his deep anguish over the conduct of Thussoo who despite various communications had not provided him the record pertaining to the misappropriation of fertiliser during his tenure and instead engineered a protest by the employees of JAKFED for stalling the functioning of the commission appointed by the government. While concluding his report, Pillai observed that the scam of Rs 300 cr in JAKFED could not be without the active connivance of then management and recommended to the government to start the process of termination of the tainted employees howsoever high they might be. No action was, however, taken against them. They were later inducted into IAS and all retired as commissioners/secretaries. Even after 16 years of the submission and acceptance of Pillai fact finding report by the government, sanction was not granted for their prosecution. A House Committee was also constituted to look into the scam. But today's JAKFED had become self-reliant as it had a team of officers, having a good track record. Most of them were known for their integrity and had been doing well, sources said. Sources said unlike the past, JAKFED was now earning well and its present management had been managing the salaries of its employees without any government support. Sources said the previous governments always lacked the will to accord sanction for the prosecution of tainted officers. Two ex-chief secretaries and a few other senior bureaucrats had cases registered against them with State Vigilance Organisation but no sanction was given to prosecute them. One of them was later made MLC by the previous NC government. In an old case involving a former law minister, who has also served as agriculture minister, SVO had established a case of making 53 illegal backdoor appointments in the state legal services authority. Sanction for his prosecution was also not accorded by the government. Even the Omar government had not granted sanction to SVO to file charge sheet against the minister. The case of this ex-minister was just the tip of the iceberg as all know that many cabinet ministers had cases registered against them in the state accountability commission, the sources added. In the police administration too, tainted officers have been from time to time saved by the respective DGPs. Cases are hushed up at the instance of seniors and are not taken to their logical ends. The officers, who should have landed in jails for their wrongdoings and unlawful acts, have risen to the rank of ADGPs. There are many instances of some SHOs having taken law in their hands and beaten people in lockups for no fault of theirs but they were shielded by their seniors for "obvious" reasons. No action was taken against them. In the Chopra family murders also, the police role has come under scanner. Will the government agencies ever bother to probe into the conduct of the police officers who were associated with the investigation of the case? The Mufti government needs to take all these things into consideration and provide people an administration which is free from the corrupt. |
