Srinagar, May 7: Despite the laptops given to legislators, despite Omar with his I-Pad tweeting everything about the state, there were no funds sanctioned and released for the computerization of the vital land records in the state during the past six years.
Sources in the revenue department told Early Times that a separate project was drafted by the department in the past to digitize the land records in various areas of Jammu and Kashmir in a bid to protect their originality and vitality for the times to come. "A project worth Rs 184.15 crore was made. The government didn't approve it and the file remains in the pending list with the government," sources said.
Reports informed further that computerization of the land records in the state of Jammu and Kashmir is a component of National Land Record Modernization Program (NLRMP) but ironically there has been no funds released by the state government for the proposal while eyes were set on the grants being accorded by the GOI.
The state government while given reasons for not digitizing the land records here are enough to make one understand that how much the authorities here were non-serious in coping with the emerging trends and hell- bent to push state to the medieval times.
Reports inform that the reasons given by the state government for not digitising the land records include 'non- introduction of the modern technology to the extent of the requirements'. It further goes on to say that there is 'in-sufficient' machinery and lack due to which the traditional routes are pursued and not the latest ones.
The government here also had declared that it has not trained staff which could have accompanished the task. Another reason that was given by the state government was that there is 'multifarious' assignment to staff especially at the level of patwaris, naib tehsildars and tehsildars.
Meanwhile, the silver line over the horizon is that the new government has taken strong note of the delay in digitizing the land records in the state and admitted that there is a menace of corruption sauntering at large within the department of revenue. Minister for Revenue Javed Mustafa Mir later in March this year announced computerization of land records to reduce dependence on the field staff. He also took a dig at the patwaris, saying the corruption has become a major cause of concern in his department.
"The Government has decided to outsource computerization of the ongoing National Land Records Modernization Programme (NLRMP), launched in the State, for which a society called J&K Land Records Modernization/ Management Agency has been formed," the Minister said and added that the system will cover computerization of mutations, digitalization of maps and integrated textual spatial data besides updating of all survey and settlement records.
The present dispensation also expresses optimism that the computerization would ensure better land record management, minimize land disputes and enhance land record maintenance system.
