Jammu, May 7: Union Secretary, School Education and Literacy (SE&L), Vrinda Sarup has expressed concern over the slow execution of civil works in the state of Jammu and Kashmir. As per reliable sources in the Education Department, she has regretted the current over outstanding committed liabilities of Rs. 394.10 Crores under the Non-Recurring head. Sources said that she expressed concern over the general backlog of civil works in the state and slow progress in completing these works. She pointed out that this significantly limits the capacity of school in upgrading new schools. The state, as per sources, was also advised for the completion of all the toilets sanctioned under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) under new/upgraded schools expeditiously. Secretary informed in the PAB meeting held on April 17, 2015 that construction of toilet works approved during special PABs held in November-December 2014 to fill up the gaps as per the UDISE data of 2013, for which the central share of non-recurring grant has already been released, should be completed by the state by May 2015. She further directed that gaps of toilets, if any, in the Government Secondary Schools as per UDISE-2014 data should be included by the states in their AWP&B proposal for the year 2015-16 respectively. It is worthwhile to mention here that the Integrated RMSA PAB meeting to consider the Annual Work Plan & Budget 2015-16 under RMSA including the components of ICT @ Schools, Girls' Hostels, Vocational Education and Inclusive Education for the disabled at Secondary Stage (IEDSS) for the state of Jammu and Kashmir was held on the April 17, 2015 under the chairmanship of Vrinda Sarup, Secretary (School Education & Literacy). |
