How PDP-BJP Govt is outsourced to Drabunics and Akhtarnomics | | | Bashir Assad

Jammu, May 7: In April 2009, the Omar Abdullah led National Conference-Congress coalition government completed 100 days in office. The Opposition camp, mainly PDP, started lambasting the performance of the government. Now, when the PDP is in power, Chief Minister Mufti Mohammad Sayeed says "100 days are not a sufficiently long period to judge the government." When Omar assumed office, expectations of the people were low. In Mufti's case, the PDP had sold itself and Mufti, before the elections, as the only panacea for all problems facing the people. Hence, people were expecting that Mufti will do wonders. That has not happened. Rather, the expectations have grounded and fears are rising. The fears relate to both administrative issues and the implementation of the Agenda of Alliance. Both PDP and its coalition partner BJP seem to be in a hurry to now disagree on what they had agreed upon. There are statements from both sides making it emphatically clear that in pursuit of their political goals, they are ready to sacrifice the Agenda of Alliance. At the same time, there is a firm resolve to complete full six years in office. How will it work? Both PDP and BJP have found a unique answer to this question: PDP will release political prisoners as promised in the party manifesto. BJP will ensure that they are rearrested as envisaged in their agenda. PDP will set up AIIMS in the Valley to improve the ailing health sector. BJP will take it back to Jammu to keep its constituency intact. The Chief Minister will order hoisting of the state flag in order to strengthen the Constitution of J&K and the special status that the state enjoys in the Union of India. An honest Deputy Chief Minister belonging to the BJP, acting as the true guardian of the aspirations of his Jammu electorate, will roll back the order within 24 hours. The BJP will seek the creation of separate townships for return and rehabilitation of migrant Kashmiri Pandits. PDP will emphasize upon establishing composite colonies for the integration of the KPs with the majority Muslim population. As part of his self-rule agenda, Mufti will strive for cross-LoC trade. His coalition partner will fiercely guard the borders, 'jahan parinda bhi par na maar sakey'. For the BJP, national interest is supreme. This is how the two parties have discovered balance with each other. Coming to the basic question of providing a sincere, transparent and pro-people administration, PDP has two theories-Drabunics and Akhtarnomics. Drabunics stresses hard on localizing the administration. For that, it recommends winding up the otherwise prestigious autonomous institutions like the Public Service Commission and Services Recruitment Board. It suggests that all recruitment should be made at local level (district level), enabling the recruits to work in local environs. Akhtarnomics originates from the famous Kashmiri proverb, "Laaruk daar te daaruk laar" (a person from north should be dislocated to south and vice-versa). The objective, of course, is to give impetus to efficient administration. Both theorists of PDP seem to be in a haste to translate their theories into action. For example, a senior officer in the Education Department hailing from the hilly Bhaderwah district of Jammu region is proposed to be promoted as Chief Education Officer and posted in Kulgam district. The one belonging to Kulgam district is proposed to be posted to Kargil with the same designation. Akhtarnomics stresses upon insulting the teaching community on camera. You visit a school with a media team in tow and insult a teacher in front of his students. The objective is to rejuvenate the education system and promote the pursuit of excellence. Drabunics and Akhtarnomics, for a common man, are in contrast to each other. However, in practice they greatly complement each other. One has to endorse them because the seasoned Chief Minister has not so far disapproved either of these theories. The beauty of Drabunics is that even after lapsing about Rs 6,000 crore on the last day of the last fiscal, it is made out that the state has lost nothing. There is no accountability, no tamasha, no dramebaazi, no cooperation and no coordination. Both Drabunics and Akhtarnomics are actually theories of the highest intellectual standards, and beyond the comprehension of a layman. The only thing which the common man can understand from these highly classical theories is that both envisage that there must be no coordination and cooperation between the administrative and political setup. This common ground in these two theories has achieved wonders during the last one month. There is complete chaos in bureaucratic circles. There is no coordination between the minister and his ministry. Trust deficit is at the highest. Faith in the system is missing, and insecurity amongst officers is looming large. Here comes into play Akhtarnomics. The salient feature here is that the officers who had performed well and done justice to their office have been pushed to the wall and given insignificant postings. This has been done simply because they don't fall within the framework of Akhtarnomics. For many such officers, it is a double whammy, since the displacement is usually followed by some other official injury. Drabunics and Akhtarnomics complement each other because the objective is the same. The philosophy is that whatever PDP president Mehbooba Mufti has achieved for the party at grassroot level is to be demolished and decimated. The theories propose that one way to accomplish this effectively is by ensuring that the PDP cadres and workers must be left disillusioned with the system. Instead, Drabunics suggests that the theorist himself should visit Nagpur on and off to educate the RSS cadres about the PDP-BJP coalition in J&K. PDP workers and cadres, in particular, and the electorate of Kashmir in general, need not be attended for their day-to-day problems. Both the theorists have impressed upon the CM Mufti not to meet people and listen to them for which Mufti was popular during his earlier stint. In fact, in distancing from people, they have found a very pragmatic solution to the much-hyped alienation problem in Kashmir. Remove alienation by remaining alienated, is the essence of Drabunics and Akhtarnomics. Then there is another interesting feature. You must leave your own ministry unattended, and encroach upon others' reserve. This too has worked well. The ministers with a political background have been rendered ineffectual, leading to much heartburn among them. The infrastructure in the state is in a shambles. Educational institutions, hospitals, roads, drainage system, welfare services-every state service is at rock bottom. The success story is that the government, at least its PDP part, has been outsourced to the two theorists. They certainly deserve this, after all the good that has been done by them. |
