Recruitment Policy Ordinance likely to get through

Jammu, May 7: In what can upset the agitating opposition intent for not letting PDP-BJP coalition get the credit of new Recruitment Policy, the government is learnt to have prepared a comprehensive reply to queries raised by Governor NN Vohra which will sent to Raj Bhawan next week. In order to convince the Governor over certain apprehensions, the reply incorporates facts and explanations that are aimed to validate its rationale behind formulating this policy.
Highly placed sources said Mufti Mohammad Sayeed led government is keen to get the Recruitment Policy implemented which is why it has asked the GAD to expedite things with respect to preparing a comprehensive reply to be sent to Governor, most likely by next week. Sources said the GAD has been directed to respond to queries in most unambiguous manner so that Governor Vohra feels convinced on each and every reservation he has sought to be replied by the Government.
Sources further informed that on the query with regard to legal viability of policy , the Government has given convincing explanation as to what necessitated formulation of policy for making recruitments on contractual pattern. It has been stated clearly in the reply that for the past so many years despite a number of posts having been referred to Public Service Commission as well as SSRB, the results have been far from satisfactory as nearly one lakh posts stand in vacant state for a long time. Both the recruiting bodies over the years were provided additional members and sufficient staff, sources said adding that the centre point of this validation made by the government is that both PSC and SSRB have not been able to cope up with the task , leave aside putting the recruitment process on fats track , which should be looked upon as weak points in the existing system.
The second rationale put by the government in the reply is sought to dispel the apprehension over contractual appointments which states that in appointing a doctor or an engineer at district level wherever the need emerges, it will fulfil the dual purpose of relief to both local people of any particular area as also serving the interests of the educated unemployed and this happen on the pattern of ReTs , which proved a success in the state. In the reply the government has explained that 7 years of contractual arrangement is good enough period to judge the worth for regularizing the appointed lot.
The reply being drafted by GAD will be routed to Raj Bhawan through Chief Minister Mufti Mohammad Sayeed and an ordinance will be through any time soon, most likely by the end of next week. Pertinent to mention is after Governor announced and approved its Recruitment policy in its April 20 meeting, draft ordinance was sent to Governor for mandatory assent which the latter returned on April 25 with certain queries and reservation on viability legal aspects.
