Pahalgam Contractors demanding 2014-bills, refuse to bid in fresh tendering process | Empty coffers likely to delay Holy Amarnath Yatra | | Saahil Suhail

Anantnag, May 7: With government failing to release the bills of contractors for the works executed for the maintenance of Holy Amarnath Yatra track in year 2014, the contractors have decided to abstain from participating in the fresh bidding process which is likely to delay the Holy Yatra. Contractor's welfare association Pahalgam Thursday told Early Times that contractors have decided to abstain from participating in the fresh tendering process as the Pahalgam development authority miserably failed to release the bills of the works which they have executed in 2014. "During the last year we executed works worth Rs 4.30 crores through Pahalgam development authority but the development authority hasn't yet released a single penny in our favor," Gulzar Ahmad, Contractors Association president said. He said that they are maintaining the track from past several years now but this year Pahalgam development authority is deliberately not releasing their bills just to accommodate city contractors. "Earlier this month PDA floated fresh tenders and fixed 1st May closing date for the bidding process but we boycotted which forced PDA to re-advertised tenders but still we are on boycott as we don't have enough financial resources to execute the works," he said, demanding State Finance minister's intervention into the issue for the timely maintenance of Holy Amarnath Yatra track. "Most of the contractors have taken loan from the banks last year for the execution of the works so how can we participate in the bidding process. If government is interested in early restoration of the Holy Amarnath Yatra track they should release our pending bills," Mohd Jabbar Malik, a contractor of the same Association told Early Times. He said that insensitivity towards this issue could delay this year's Holy Amarnath Yatra. CEO, PDA Reyaz Ahmad, when contacted admitted that bills of the contractors of the works which they executed in 2014 are pending. "Yes bills of 2014 are pending but they aren't the only sufferers," he said. However, he assured that he will take up the issues with higher authorities. Pertinently, Jammu and Kashmir Central Contractors Coordination Committee ended their 38-hour long hunger strike against the delay in bill Clarence worth over 700 cr. Admitting that state coffers were empty, Education Minister Nayeem Akther today said that state was facing a huge financial crunch. "All treasuries are empty. Rs 10,000 cr of liability is on our head. Previous regime looted the state but we will take out the state from the mess," Akther told a local news gathering agency in Srinagar. |
