| Blue eyed candidate to get Ph.D in Civil engineering, courtesy VC SMVDU has no Civil engineering department | | | Avinash Azad

Jammu, May 7: It sound strange but fact that a blue eyed candidate under the patronage of Vice Chancellor, SMVDU Katra likely to be awarded with Ph.D in civil engineering, without any faculty an department for said course in the varsity.
Sources at SMVDU told Early Times that the attempt was just to give undue favour to VK Dogra employee of University appointed in engineering wing in 2006 who then managed his registration in School of Architecture and Landscape Design (SALD) in gross violation of rules as Research Scholar Entry No. 06PHDEAL01 for getting Ph.D. in Civil Engineering.
"Even his admission is completely in violation of University's own Statute embodied under Procedure for admission to various Programme", sources said, ridiculing that absence of the Civil Engineering School till date in the University lands his registration in noman's land, as at least "Civil Engineering School" is needed for admission in B. Tech and M. Tech. Degree in Civil Engineering.
They alleged that the admission in Ph.D. (Civil Engineering) without Civil Engineering school becomes million dollar question in itself. Admission for getting Ph.D. (Civil Engineering) in Architecture School is nowhere permitted under rules not even under Council of Architecture rules governing architectural education.
Referring laid down rules, the sources said as per Council of Architecture rules Ph.D. programme can be offered by Architectural institution after five years of running PG course and that further is not applicable for Civil Engineering. "SALD even as on date has not started any PG course hence there remains no room for offering any Ph.D. Programme by SALD even five years from now onwards what to talk of in the year 2006", they added.
"As per application form of Dogra submitted for Ph.D. programme in the year 2006 to SMVDU it is evident that he was perusing Ph.D. from some other institute from 2001 that was not completed yet on the date of form submission. It is strange that when one person is perusing Ph.D. from one institute how University allowed his registration for the Ph.D. programme in Civil Engineering, when not even B. Tech. programme was being run by SMVD University because of no Civil Engineering school", they said and added that even if benefits of that institute were accorded seven years, maximum limit to complete Ph.D. programme lapses in the year 2008 and under rules he registration cancels and he has to apply for fresh admission again.
The Vice Chancellor Prof. S.K. Jain, has overlooked minimum Standards and Procedure for Award of M.Phil/Ph.D. Degree. "Under these regulations scholar is to undertake course work for minimum period of one semester. But V.K. Dogra has done no course work after getting admission in Ph.D. Programme in University. Right from Nov. 2006 till date his Ph.D. programme he remained without any SMVD University Civil Engineering Guide", sources informed, adding that with retirement of Prof. S.N. Sinha from IIT Delhi on 30/06/2011 Dogra is without any external as well as internal Civil Engineering Guide thereafter.
They further said, "Two papers considered by the University for the Ph.D. in case of Dogra are "Geometry Of Geodesic Domes" and "Step-By-Step Method Of Fabrication And Erection Of Geodesic Dome From A4 Size Waste Papers" in Indian Journal of Research, Paripex. The advisory board of this journal comprises of not even single Civil Engineering member but are members belonging to Economics, Management, Education, Physiology, Commerce and Tourism Marketing."
Sources said that both papers no where reflect Dogra as research scholar of neither SMVDU nor the work published has been certified by any of Ph.D. Guide of VK Dogra to have been borne out of research conducted for getting Ph.D Degree from SMVDU.
Title of his Ph.D "Brick Roofing System" compared with title of both papers also speak volumes of various facts automatically.
Prof. S.K. Jain, on October 31, 2013 approved his Pre-Ph.D. Synopsis to be conducted that too on the same day, he was without any Civil Engineering Guide internal nor outside and Pre-Ph.D. Synopsis was also conducted on the same day without any Civil Engineering Member in CRC and any Civil Engineering Guide. This aspect amply proves that it was merely for formality sake. Dogra was appointed in pay grade 12000-18300 as Assistant Professor through direct recruitment by an advertisement that clearly mentions eligibility clause as "Ph.D. in Engineering" in the year 2006 for the said post, but till date even after more than eight years he is without the same degree and VC is trying to facilitate him by violating the rules. |
