Liberal US military aid to Pakistan may promote terror

On one hand Washington continue to remain committed to end the menace of terror in the world and on the other hand it is providing liberal military aid to Pakistan,which has earned the distinction,during the last 25 years,of being a haven for terrorists of various hues.Again on one hand Washington has been treating New Delhi as a dependable ally of the US in its war against terror,on the other hand it has not suspended export or transfer of military hardware to Pakistan which has been exporting terror to India.In the past New Delhi has repeatedly informed Washington that liberal military aid to Pakistan was being utilized against India through militants.In this connection New Delhi had conveyed to Washington how the Soviet weapons,after the Soviet pull out from Afghanistan,had been used by militants who had triggered incidents of violence in Jammu and Kashmir.Repeatedly New Delhi has been telling Washington that increased military aid to Afghanistan and to the allied forces deployed in Afghanistan could later fall in the hands of terrorists who were active or operating in Afghanistan and in Jammu and Kashmir.
Hitherto,Washington has ignored apprehensions expressed by New Delhi on US military aid to Pakistan.And the latest irritant for New Delhi is the decision of Washington to transfer most of the equipments,weapons,ammunition,fighter planes etc from Afghanistan to Pakistan after the allied troops withdrew from Pakistan.The US has handed over to Pakistan 14 combat aircraft, 59 military trainer jets and 374 armoured personnel carriers, which were earlier used by American forces in Afghanistan and Iraq.As the US withdraws its forces from neighbouring Afghanistan, the major defence articles have been transferred to Pakistan under its 'Excessive Defence Article' category, an internal Congressional report has said.India had in the past have opposed the transfer of such arms to Pakistan as it believes Islamabad would eventually use the fighter jets against it.
According to the internal report prepared by Congressional Research Service (CRS)-- an independent research wing of the Congress-Pakistan has either made full payment or will make payments from its national funds towards the purchase of 18 new F-16C/D Block 52 Fighting Falcon combat aircraft worth $1.43 billion.This include F-16 armaments including 500 AMRAAM air-to-air missiles; 1,450 2,000-pound bombs; 500 JDAM Tail Kits for gravity bombs; and 1,600 Enhanced Paveway laser-guided kits. All this has cost Pakistan $629 million.Pakistan has also paid $298 million for 100 harpoon anti-ship missiles, 500 sidewinder air-to-air missiles ($95 million); and seven Phalanx Close-In Weapons System naval guns ($80 million).
It is but natural for India to be worried over the transfer of military hardware by Washington from Afghanistan to Pakistan.If India is upset over the transfer of war planes,combat aircrafts and armoured personnel carriers and other weapons and ammunition it is the result of past experience. Over the years liberal military aid from US nd China to Islamabad has encouraged Pakistan to needle India not only on the LOC and on the IB in Jammu and Kashmir but through infiltration of militants for escalating the level of violence in jammu and Kashmir and in other Indian states.Despite the fact that India has submitted detailed evidence against Hafiz Saeed and Zakiur Rehman Lakhvi with the hope that they would be tried and convicted on charge of their involvement in engineering 2008 Mumbai mayhem in which over 166 people were killed and private and Government property worth several hundred crores were destroyed the two dreaded terrorists continue to ro freely in Pakistan .Lakhvi was recently released by the court.Emboldened by the policy of Washington and Beijing vis-à-vis Pakistan Islamabad has started blaming India for inciting terror in Pakistan.In this context it has alleged that two MQM activists held in Karachi who,according to Pakistan Army officials,had been guided by the RAW in terror strikes.It is a new game being played by Pakistan,its Army and the ISI. Hope Washington and Beijing realize their mistake.They should realize that aiding Pakistan,economically and militarily,was aiding terrorism.
