Clear power, water bills, get salaries: Kishtwar employees told 2/15/2016 11:11:09 PM Asif Iqbal Naik Early Times Report Kishtwar, Feb 15: Deputy Commissioner Kishtwar Ghulam Nabi Balwan in a circular issued Monday directed all the Drawing and Disbursing Officers (DDOs) of the district not to release the salaries of any government employee unless they submit an NOC with respect to clearance of electricity dues and water charges. The contractors were also asked to clearthe electricity and water bills for ensuring their release of pending bills. The DC vide his circular No. DDCK/plg/Circular/194/2015-16/8628-75 Dated 15-2-2016 said, "As you are well aware of the facts that as per standing instructions of the government it was made obligatory on part of the Drawing and Disbursing Officers/Treasury Officers to draw/disburse the salary of the government employees working under their jurisdiction for the month of March and July every year after satisfying themselves about the clearance of electricity dues by the employees--- but it is very unfortunate that these instructions of Finance Department are not being followed by the DDO's resulting into blockage of government money." "Keeping in view of the above facts, all the Drawing and Disbursing Officers of District Kishtwar are hereby enjoyed upon to follow the standing instructions of the government issued by Finance Department J&K strictly and clear the Salary Bills of the employees/contractors Bill only after the clearance of the Electricity dues/water charges also".   Share This News with Your Friends on Social Network     Comment on this Story
