Prison deptt delays establishment of ICS, ORRC | | | G S Asgotra
Jammu, Feb 15: Despite repeated claims by Jammu Kashmir Prison Department about setting up of Institutes of Correctional Services (ICS), Open Reformation and Rehabilitation Centre (ORRC) for Jail staff and Jail inmates at Mishriwalla in 2013 nothing has moved till date. Source in the department said that the prison department claimed that it acquired nearly 170 kanals of land for establishing ICR and ORRC (Open Jail). But despite sufficient funds provided by the Union government but the works of both of them is still going on snail pace. "The motive behind the project is to provide comprehensive and credible training to prisons staff so that they could deal with jail inmates who jailed for a long time in different jails of state and the propose to establish open jail to make familiar jail inmates with open environment, when some convicts can step out of the prison", said source. Unfortunately, owing to concerned department's lethargy, the jail inmates who are serving long sentences are still deprived of the facilities of the ORRC, ICS, whereas the neighboring states have succeeded to provide the same to the prisoners since long times. "The ORRC would have an accommodation capacity for around 100 inmates. The prisoners serving long term sentences lodged in various jails of state with few years left will be shifted to ORRC and provided an opportunity to live a normal life", the sources further said. It is pertinent to mention here that a long term prisoner remains cut off from outside world and unaware of the social changes taking place during that period, would be given the opportunity to serve last years in the ORRC to prepare himself to face the world after his release. "Such prisoner needs a better environment, so that he get connected with society and also mix up with outside world" sources said, adding that this is the fundamental concept behind the establishment of ORRC as such a facility cannot be provided inside a conventional jail. "At ICS, the jail staff will be imparted training to inculcate a feeling of repentance among the jail inmate so that they think for changing their ways and do not repeat their act after serving the jail term," sources said. |
