HC arrays CE as respondent, issues him notice | PIL against road digging | | Early Times Report Jammu, Feb 15: In a PIL against 'unplanned digging' of roads and frequent traffic jams in Jammu city, a high court division bench of Chief Justice N Paul Vasnathakumar and Justice Bansi Lal Bhat today arrayed R&B chief engineer as respondent and issued him notice returnable within four weeks. It was submitted in the PIL that the entire process of digging of roads was so mismanaged that the same were left dug up for months together with either little or no progress. Not only this, the roads where sewerage pipes had been laid, the agencies responsible for metalling the same were absolutely callous in discharging their duties. After hearing the counsels, the bench observed that it was recorded in October 5, 2015 order that R&B Chief Engineer be directed to file affidavit detailing therein the thickness of black topping of the main roads as well as internal lanes done by the department. Earlier, retired sessions judge Jang Bahadur Singh Jamwal had expressed his inability to carry out mandate of November 12, 2014 order and retired executive engineer B L Sharma had expressed his inability to act as Court Commission and assist the court. The bench observed that since the chief engineer was not a party respondent herein and arrayed him as repondent and issued him notice returnable within four weeks. (JNF) |
