JU violates norms, gives undue concession to VC's blue-eyed boys

Jammu, Mar 18: Throwing into dustbin the standard provisions in the University rules, the JU administration endorsed the action taken by the incumbent Vice Chancellor through Academic Council to accommodate his blue eyed to carry out six months research course work without any leave which is mandatory.
The sources informed Early Times that Vice Chancellor allowed Sarveshwar Dubey working in the security wing of varsity to pursue the Course work for Ph.D without getting any kind of leave and simultaneously he performed his duties in University further told, adding that the matter was placed before the Academic Council in its meeting held on 16-11-2015 vide Agenda Item No: 109.16 bearing the strong recommendation of Dean Students Welfare in favour of Sarveshwar Dubey, Security Officer for allowing him to undergo pre-Ph.D Course work without availing any kind of leave due to the essential nature of his services. The resolution of the Academic Council reads "the action taken by the Vice Chancellor in having allowed Sarveshwar Dubey, Security Officer in the University of Jammu to pursue the Course work for Ph.D programme in the Department of Strategic and Regional Studies without availing any leave, be endorsed" Hence action taken by the Vice Chancellor is reported for confirmation, the document reads. Further in order to get the endorsed resolution of Academic Council stamped, the matter was placed before the next competent body Syndicate which resolved with the remarks "the action taken by the Vice Chancellor in having allowed Sarveshwar Dubey, Security Officer in the University of Jammu to pursue the Course work for Ph.D in the Strategic and Regional Studies be confirmed subject to the condition that Sarveshwar Dubey shall fulfil the Mandatory condition of Course work with a minimum of six month's residency period by applying the requisite leave from service" a document reads. The sources further told that in the Syndicate meeting, some of the members pointed out the lapse of allowing the officer to do pre-Ph.D Course work without any leave but to cover up this gross irregularity, the resolution further reads that "for future, a comprehensive policy be made to deal with such like cases by the Joint Committee and the recommendations of the Joint Committee be placed before the Competent Bodies". When there was no ambiguity in standing rules and regulations, the wrongs committed should have been rectified instead of framing Committees which has become now ubiquitous feature and is an eye-wash,the source said. The condition of Syndicate confirming the action of VC sounds absurd about fulfillment of mandatory condition of six months leave after doing the Course work by the staffer, the sources said, adding that what were the reasons which prompted the VC to allow the officer without being on leave to do the Course work ignoring the rules when the nature of his work was so essential related to security of the University which is a top most priority in the present scenario of the State. The sources further informed that the rules are made to maintain checks and balances to serve as an example for junior officers to follow rules judiciously and restrict them to desist from violating them in the over all interest of justice and keeping nepotism and favoritism at bay while performing administrative duties. But in the instant case, the custodians of the university rules are infringing rules conveniently to oblige blue eyed adding that the university rules are meant for those who are not in good books of corridors of power but free for all in cases where the interest of present dispensation is involved, the sources alleged.
