Litigations, lack of vacancies mar promotion policy: PHQ to Home Deptt | | | Sumit Sharma Early Times Report Jammu, Mar 18: Four writ petitions with regards to grant of promotion in Police department are pending in different courts, including three in High Court of Jammu and Kashmir, Jammu and one in Supreme Court of India, affecting the policy laid for promotional avenues in the force. The points in this connection were raised and discussed during a threadbare discussion which was held in the Police Headquarters (PHQ), a couple of days before by the senior police officers. Highly placed sources informed that the discussion in this connection was held after Governor's intervention to make the promotional avenues available to the deserving candidates. " PHQ has communicated to the Home Department that PHQ favoured streamlining of promotion policy but writ petitions pose impediments", a senior cop said, adding, " Besides, Home Department has also been informed that non availability of vacancies also comes in way of laid promotion policy". The most aggrieved are the officers of KPS cadre as right from 1960, since the cadre came to fore, the promotion policies could not be implemented properly, courtesy out of turn promotions, sources said .The discrepancies in promotion policy of the KPS cadre surfaced when Gulzar Singh Salathia of 1984 batch was made IGP while his one of the batch mates, Ghulam Hassan Butt was still a SP. Further, litigations adversely affected the promotion policy as NGO batch of 1979 including ASI and SI has number of litigations pending with the courts. The writ petition of 1982 batch of SIs is also pending against KPS DySPs. The KPS batch of 1999 has also filed a writ petition against those who have attained out of turn promotions. It was in the 2013, when court cleared decks for the promotion of the Kashmir Police Service (KPS) batch 2001 officers to become Superintendent of Police after disposing off a writ petition of 1982 batch Sub-Inspectors (SI-Executive) who had sought court intervention for getting same promotional avenues as were given to armed wing of their batch mates. The entire batch of KAS officers of 2001 were waiting for promotion for last 11 years after the disposing of the writ petition. Furthermore, the entire batch of 74 officers of 1999 batch was promoted as SPs in 2005 but the writ petition of the SIs' of batch 1982 was coming in the way of promotion of the 46 officers of KPS batch 2001. |
