Guv urges babus to improve work culture

Srinagar, Mar 18: Keen to redress long pending politically ill-treated cases, GovernorNN Vohra is pressing-hard on Babus to improve work culture.
In one particular long pending politically ill-treated case of regularizing daily rated workers (DRW's) of different government departments, Governor NN Vohra according to sources is personally monitoring the development and reminding Babus to resolve the long pending matter in a time bound manner.
After heads of different government Departments failed to meet the first deadline of March 15 set in this regard earlier, Governor Vohra himself on March 16 taking cognizance of the matter constituted a high level Committee to look into the financial, legal, administrative and other problems related to the regularization of DRW's.
He directed the Chief Secretary to finalize the Committee's report by 15th April and according to sources sought details from Babus about delay in meeting the deadline set by him earlier in the month of February. Sources in civil secretariat told Early Times that Governor Vohra well aware of the urgency of the issue of regularization of DRWs in past is keen to solve this long pending matter during his rule over the state.
Pertinent to mention that Governor has also directed that no fresh casual labourer shall be engaged by any Department or State owned Public sector Units.
Repeated assurances of previous popular governments to regularize DRWs merely proved deceptive tactics by politicians.
3660 people recruited in between 1992 and 1994 on temporary basis in different governments according to document details till date have completed around 22 years of service and many among these employees are now nearing retirement age.
During his maiden budget session former Minister for Finance, Labour, Employment and Culture, Dr. Haseeb Drabu then said that with regards to daily wagers engaged upto 31-01-1994, a policy was already in place as per SRO-64 of 1994 dated 24-03-1994 in terms of which 56223 Daily Rated Workers (DRWs) were already been regularized up to February, 2015 leaving behind 3660 persons.
He then said that in order to extend the benefit of regularization to such left out DRWs, as well, his Government then had also created 3660 posts of Helpers for regularization of as many DRWs.
Regularization of these 3660 employees of different government departments turned into a major blow for previous NC-congress government as well as during last few days of their tenure after then Minister for irrigation and flood control, Sham Lal Sharma resigned from his portfolio.
Sharma had then accused two Ministers of NC for erring already decided list of 3660 people for regularization and termed attempt by NC Ministers to include people in the list as injustice with people waiting for regularization from last 22 years.
