People hail Governor's administration | | | R.B. Suri
After taking over the state administration, following the death of chief minister Mufti Mohammad Sayeed on January 7 last, Governor N N Vohra has outrightly given signal to every one in the administration that he means business and nothing else. He has given clear cut directions to the vigilance organisation functionaries to curb the menace of of corruption in the state. He is a man of action. Unlike political administrators, he proved his actions by his deeds. During the past so many regimes, there were rumors of removing the doctors who were continuously absent from their duties and were serving somewhere else in the country or even abroad. Political governments from time to time did not take the decision on this score for the reasons known to them. They had been lingering on the issue, but with the stroke of a pen, the governor terminated the services of 100 doctors who were unauthorizedly absent from their services. He acted fast in aiding and helping those who had lost their business during the floods in the valley in 2014. To run the state affairs, he is being assisted by his two advisors - Parvez Dewan and Khurshid Ahmed Ganai. J&K has remained under Governor's Rule six times earlier and the ongoing rule is the 7th. People are really loving his administration which is acting in accordance with the principles of administration of natural justice . People are having a sigh of relief as they are getting the positive response from the officers at the helm of affairs in the administration and they consider the Governor's Rule in the state as a blessing in disguise. People, especially Valleyites, are happy with the governor's administration as their long pending demands have been fulfilled and they have got the financial relief and that too within one and a half month of the Governor's rule. Noteworthy decisions of the Governor's administration are: Passing of the financial assistance to the flood victims , promotions to the J&K Police / IAS / IFS officers, passing of Advertisement Policy, appoint of advocate general, creation of 2 dedicated projects wings of PDD, constitution of High Power Committee for regularization of casual workers, constitution of J&K State Trust for Welfare of Persons with Autism , Cerebral Palacy, Mental Retardation and Multiple Disabilities, release of CDF of all MLAs and MLCs, checking and removing of encroachments on government land, framing of lists of deadwood and corrupt and non performing officers, direction to state administration to process cases of casual workers. After Lt Gen (retd) S K Sinha, Vohra was appointed J&K governor in 2008 when Amarnath Andolan in Jammu division, under the banner of Jammu Sangarash Samiti, was in full swing. The agitation ended after 62 days with an agreement signed between the Governor's Administration and the Samiti Convenor. Prior to induction into IAS, he served as a lecturer in English in Punjab University (1957-1959). He served as IAS officer from 1959 to 1994. After operation Blue Star, he worked as Home Secretary in Punjab. While in central government, he worked as Secretary Defence Production (1989-1990) and as Secretary Defence (1990-1993). After the Mumbai blasts, he was given the post of Union Home Secretary (1993-1994). He retired from service in 1994. After retirement, he remained Director, India International Centre, served as a member of National Security Advisory Board (1998-2001). He also remained consultant WHO - Geneva(1982). He has also been awarded Padam Bhushan. Yesterday only, the Vice President of India Hamid Ansari released his book titled as " Safeguarding India " at New Delhi. In his book , Vohra has decried clash of old ideologies and traditions with new ideas and perception having understood the need for good governance and honest administration for the development of the country. During the governor rule, he is trying his best to redress people's grievances. He is very much particular about holding of elections to Panchayats and all urban local bodies - Municipal Corporations, Municipal Councils, Municipal Committees in the state. People of the state are appreciating his prompt and timely decisions and they are for the continuance of the Governor's Rule in the state. |
