Saahil Suhail Early Times Report Srinagar, June 5: Despite passage of over three years, Police 'transfer policy' is yet to take off. Sources in PHQ told Early Times that as many as a dozen policemen posted in Kashmir zone since decades haven't been transferred. They said these policemen have political baking and apparently it seems PHQ has succumbed to political pressure. They said that minimum tenure was fixed three years by the PHQ through an order (2615/2012) dated July 21, 2012, however the cops in Kashmir zone are enjoying cozy posting from past over fifteen years. "PHQ issued order 2615/2012) dated July 21, 2012 in which it was decided that minimum tenure shall be of 3 years and the maximum of 5 years. It was also decided that on extreme administrative exigencies and exceptional cases tenure can be extended up to two years making it seven years, however PHQ is violating this same order as most of the officials/officers have been working since decades," an official told ET in a written statement. Some of the officials, who have completed their tenure in the PHQ, include ADO Bashir Ahmad, Mr Gunjoo SI(S) ADO section, Fayaz Ahmad Banday, Sham Lal, Sajad Ahmad Inspr, Israr SI, Mr Kulbir , SI (M) Jai Lal, ASI(M) Bilal Ahmad, Inspr. (M) Latief Ahmad, HC (M) Manzoor Ahmad and others. He said that PHQ has dashed the hopes of cops who had pinned high hopes on the transfer policy. Official said that from time to time, they have appealed higher ups to implement the transfer policy to bring a visible change in police department but all the appeals have gone unheard. "Intelligent police officers and cops are being given a chance to serve the department," he alleged. Sources said that non-implementation of transfer has also hit the work culture in PHQ. "Hundreds of posts of stenographers and mechanic cadre are lying vacant but they are not being advertised from past three years," they said. Wishing anonymity, an official said, DPC's constituted for release of timely promotions in respect of eligible police personnel under SRO-14/1996 have been cleared in Jammu but in Kashmir they haven't despite passage of one month. |
