Jammu, June 5: In what can be seen as unprecedented, for the first time in J&K any mega project dedicated with fanfare, the Hospitality and Protocol department chose to remain silent about the expenditure incurred on high profile Convention Centre in Jammu that was dedicated on Friday. The department came up with terse details to media about everything but amount spent on the Centre purportedly for the controversies it has remained embroiled in for nearly two decades. The moot point is will the PDP-BJP government order probe into each and every aspect of irregularity which hit the project badly…? This project remained embroiled in controversies over the last 17 years, finally saw the light of the day in terms of its completion. Amid fanfare, what was rightly so attributed as the state of the art Convention Centre, was inaugurated by the Chief Minister Mehbooba Mufti who happens to be the incharge of the Hospitality and Protocol Department. That it took an unprecedented 17 years for the project to get completed itself merits the attention of any government to look where it faltered and why it missed so many deadlines. The project was the brain child of high profile babus during Farooq Abdullah led NC's regime way back in 1998 and in the first phase only it hit the road block as it was alleged that one of the bureaucrat close to Dr Abdullah had given the contract to his Delhi based acquaintance , a typical case of favoritism . When this came to fore, the work was stopped for a couple of years and the H&P department conducted fresh tendering process, sources said adding that the new contractor did not agree on the initial rates fixed during high profile bureaucrat's involvement with the project. Sources said these hiccups not only resulted in inordinate delay in its completion but on every front of construction it remained entangled in disputes, delays and even litigation. While authorities at the helm over the years in the Hospitality and Protocol Department remained least bothered to put it on fast track, the JKPCC authorities, under whom the project construction progressed at a snail's pace too 'played' their role making the project face hiccups on every front, sources further added. While the fact that project was in Jammu and therefore not a priority of any government over the years to look into the hassels and hiccups which were causing inordinate delays over the years, was one of the reasons but there was more to it, said the sources adding that non seriousness on part of the governments over the years made the project face enormous cost overrun factor, with expenditure having increased manifold than what was envisaged in 1998 when it was started. Sources also said the project became 'no ones's baby' for years and even NC-Congress government led by Omar Abdullah prior to present day government did play some part in its delay saga as it did not release funds in time when the project was in its last phase. |
