BMO Padder suspended for remaining absent, services of two NRHM doctors terminated | Victim lady delivered dead baby | | Asif Iqbal Naik Early Times Report
SRINAGAR, June 5: Taking strong note of absenteeism in health department, the director Health Services Jammu on the direction of Health Minister Bali Baghat today ordered suspension of Block Medical Officer Padder and referred the names of two doctors for termination of the services of two Doctors engaged by the health department under National Rural Health Mission. As per the details available with "Early Times", a telephonic compliant was received from the general public by Health Minister Bali Baghat regarding the absence of Dr. Shafqat Javed I/C BMO Atholi Padder whereas on the directions of health minister Chief Medical Officer Kishtwar paid a surprise visit to PHC Atholi on 4-06-2016 at about 9.30 PM where the BMO Dr. Shafqat had marked "D (Duty)" on attendance register and on inquiry, CMO was told that the BMO had gone to Kishtwar for official work and had returned back in the evening. During the course of the investigation, it was found that overwriting was done on the attendance register w.e.f 24-05-2016 to 30-05-2016 and from 1-06-2016 to 3-06-2016 and also marked casual leave on 31-05-2016. The issue was brought into the notice of the health minister after a patient namely 24 year old Sushma Devi wife of Sewa Ram resident of Ishtyari Padder was admitted in the hospital at around 5 PM in serious condition , as result of which the dead fetus was delivered by the victim after she was attended by Dr. Arti (ISM) and Kamlesha Devi (FMPHW) in absence of the two doctors namely Dr. Asfia MBBS (NHM) who has been shown as on casual leave on 4-06-2016 and Dr. Rakesh (ISM NHM) who had marked his attendance of register, but was found absent from its duty. After going through the details of CMO Kishtwar report, Director Health Services vide order No. 414-G of 2016 dated 5-06-2016 ordered immediate suspension of Dr. Shafqat Javed and attached him in the office CMO Kishtwar. In addition Director Health Services vide order No. ES-3/685-89 dated 5-06-2016 directed the CMO Kishtwar to recommend the cases of Dr. Asfia and Dr. Rakesh Kotwal to District Health Society Kishtwar for discontinuation of contractual services of both the doctors. After suspending BMO Padder, the government ordered the posting of Dr. Sumitra Devi as BMO Padder vide order No. 413 G of 2016 dated 04-06-2016, beside also posted Kirna Devi, Junior Staff Nurse in PHC Atholi. The local people of Padder hailed the prompt action of Health Minister Bali Baghat and urged him to make the absentees doctors accountable. |
