MoS in PMO leaves escorts on spot, runs without listening protestors

Jammu, June 5: Udhampur: Minister of State in the Prime Minister's Office (PMO) left his escort vehicles here and ran away when some people, who were protesting for reservation in promotions, gherao his vehicle in Udhampur.
Demanding restoration of reservation in promotions for the employees of reserved categories, all socio-religious organizations from reserved categories and Jammu Kashmir Reserved Categories Employees (JKRCEA) have jointly held a mass protest rally at Udhampur.
Lambasting J&K State govt. for paying no heed to the issue of reservation in promotions, the protest rally organized by all socio-religious organizations from reserved categories and Jammu Kashmir Reserve Categories Employees Association (JKRCEA) have jointly held a mass protest rally at Udhampur which started from Guru Ravi Dass Mandir, Udhampur and culminated by submitting memorandum to Chief Minister through Deputy Commissioner, Udhampur. Rally led by Dr. Sanjay Bhasin, President of JKCEA, Bodh Raj Bhagat, Sham Lal Basson, Mohinder Bhagat, PK Chouhan executives of JKRCEA Udhampur, Kathua, Hiranagar, Samba, Vijaypur, Akhnoor, Reasi and Forum of retired employees of reserve categories.
Speaking on the occasion, Sr. Vice President All India Bhagat Mahasabha, Bodh Raj Bhagat stressed upon the govt to bring viable solution of reservation in promotion for reserved categories of J&K which is their constitutional right in view of their socio-educational and economic conditions in comparison general catgeories. He reminded Mufti of the promise of visionary leader Late Mufti Sayeed who wanted to come up with the solution after involving MLAs across all political parties during assembly. Now it is turn of Mufti to do the same, he added.
Sham Lal Bassan, President Dalit Chetan Manch lambasted upon the failure of previous as well as present government to adopt the 77th, 81st & 85th Amendments of Indian Constitution. He appealed the CM to call for Cabinet meeting and adopt the said amendments to negate the High court verdict. He further added that to get restoration of reservation in promotions Joint Action Committee of reserved categories can go up to any extent as Reservation of any kind is constitutional right of these communities. He further said that few bureaucrats are bringing out different orders of interpretation of Apex court orders as per their own sweet Will. Citing an example, he said recently one Assistant Law Remembrance (Law) has come out with an order dated May 11 2016, citing that departments can go ahead with promotions of different cadres reserving seats for reserved categories. Such orders are in gross violation of Apex court order of Stay & Status Quo.
Dr. Zabeer Ahmed general secretary of JKRCEA said that political solution is the only way out to this very sensitive sociopolitical issue pertaining to more than 60% of the population of J&K and this urgently required. He further went on adding that if govt. will not defend its own Act before Apex Court, this would indicate that govt. itself is not willing to reaffirm for justice to the reserve categories which would no doubt have everlasting impression for the people of marginalized classes.
Meanwhile, Dr. Sanjay Bhasin, in his presidential address said that the employees of reserve categories are under threat of serious irreversible loss and appealed CM to intervene into this very sensitive and serious matter and bring suitable rdinance/ resolution/ bill/ amendment in the current session of the assembly to negate the effects of Division Bench Order of the High court.
He also urged the government to adopt Constitutional 77th, 81st & 85th Amendments. Government should also set up a committee including members of civil society from SC/ST/OBC's, Socio-religious heads of SC/ST/OBC organizations as well as elected representatives of SC/ST/OBC to work up the quantifiable data that will show how much reservation have been given & implemented in J&K.
The protestants at the end, unanimously decided that if government fails to address the genuine issue of Reservation in promotion, a state wide agitation shall be launched.
