GAD fails to file fresh status report, alleges petitioner's counsel | Alleged hushing up of RDA scam by SVO | | Early Times Report Jammu, June 7: In the alleged hushing up of Rajouri Development Authority (RDA) scam by the state vigilance organisation (SVO), a high court division bench of first puisne judge, Justice Ramalingam Sudhakar and Justice B S Walia today directed registry to list the PIL in the week commencing July 4, 2016, saying the matter required consideration at length, but there was paucity of time. It was alleged in the PIL that instead of registering an FIR in the RDA scam despite the approval of Director Vigilance, it was converted by SVO into Regular Department Action against the delinquent RDA officers -- Mohammad Javed Khan, then chief executive officer (presently custodian general, J&K), Khushal Chand, then executive engineer, Devi Dass Heer, then executive engineer and then JE Gurcharan Singh. The petitioner's counsels drew the attention of the court to the May 2, 2016 order of the division bench whereby GAD was directed to file the fresh status report indicating the appointment of new inquiry officer for initiating disciplinary proceedings against the delinquent officers. They said despite the categoric court directions and the assurance of then advocate general, GAD had failed to file the status report. It was alleged that GAD was shielding the high profile officers otherwise there was no reason not to file the fresh status report in terms of the court directions. The judge said the matter "requires consideration at length, but due to the paucity of time, registry is directed to list this PIL in the week commencing July 4 next. |
