Despite Smart City challenge being round the corner SMC continues to be headless

SRINAGAR, Dec 20: With Srinagar all set to enter the Smart City challenge next month the main and important civic body in the summer capital of the state continues to be headless. The state government has failed to do the needful in this regard despite lapse of many months. Ever since Bashir Ahmad Khan retired as Commissioner of Srinagar Municipal Corporation (SMC), the state government has not appointed any bureaucrat to man the Corporation. For months together the SMC is without any head and the same has affected the overall functioning of the Corporation.
The absence of Commissioner has impacted to a great extent the preparations being made for inclusion of Srinagar as one of the smart cities in the country. The next round of Smart City challenge is going to be held in January next year and Srinagar as well as Jammu would vie for the honours during the challenge.
The state government's indifference towards the fulfillment of the post of Commissioner, SMC gives an impression that it is not serious that Srinagar comes up as a smart city. The people at helm are yet to take any decision with regard to the appointment of new Commissioner SMC.
"Srinagar Municipal Corporation is the most important civic body of Srinagar, but its importance has been demeaned by the non-active approach of the state government. The non-seriousness of the state government can be gauged by fact that SMC is headless for the last so many months," said sources.
In the absence of Commissioner, Deputy Commissioner, Srinagar, Dr. Farooq Ahmad Lone has been assigned the duty of looking after the affairs of SMC. Given the workload of the deputy commissioner it would be foolish to expect that DC Srinagar would look after the daily affairs of Srinagar city.
"A senior official of SMC who was dreaming to become the Commissioner of the Corporation has been transferred and posted in an allied agency. Following the transfer of this official the appointment of Commissioner SMC has been stalled for the time being. With very few days left for the Smart City challenge it remains to be seen how many more days the government would take in filling the position of Commissioner SMC," said sources.
Sources said that the functioning of SMC has been affected with many important matters pending for months now. The accountability has gone for a six in the Corporation since there is nobody to take the employees to task. There is total mess at SMC these days and it takes weeks to complete a particular task despite the fact that same could have been accomplished in days.
"Many matters are taken up at the Corporation on daily basis and in the absence of Commissioner nowadays these matters are pending. The state government is in a slumber and so far it has failed to fill the position of Commissioner SMC. The delay in this matter sums up the insensitivity of the people at helm towards Srinagar and its proper development," said sources.
