Estates Department clueless about illegal occupants

JAMMU, Dec 20: The malpractice of occupying Government accommodations by unauthorized occupants is unabated with the sheer negligence of Jammu and Kashmir Estates Department, which has miserably failed to devise any mechanism to identify illegal residents.
Sources told Early Times that the Jammu and Kashmir Estates Department despite having Allotment of Government Accommodation Regulation 2004, is unable to curb this menace, which is depriving the legitimate employees to avail the benefit of government accommodations.
"The Jammu and Kashmir Estates Department (Allotment of Government Accommodation) Regulation 2004 is replete with the lacunae having no defined previsions to discourage retention beyond permissible limits to keep check on this malpractice," they said further adding that even many a time the issue of on spot verification of residences to ensure non-subletting of residential accommodation was raised but due to known reason, the officials at the helms turned deaf ears and keep linger on to induct this provision.
They further added that with the incompetence of the Department to evict unauthorized occupants, the government has been bearing huge expenditure to the tune of crore of rupees every year which is obvious from the fact that approximately over Rs 13 crore were incurred by government on hiring of private hotel rooms and houses for accommodation of the employees and other entitled government functionaries.
"Even as the Department Regulation 2004 which prohibits sharing and subletting of residential accommodation yet the Department had not devised any mechanism such as constitution of squads for on spot verification of residences to ensure non-subletting of residential accommodation," they informed further adding that some officials of the department have been encouraging this malpractice for sake of extraneous and monetary consideration.
