Early Times Report

Kishtwar, Dec 20: The Minister for Rural Development Department and Panchayat Raj Abdul Haq Khan has failed to fulfill his promise with regard to release of pending liability under MGNREGA in Kishtwar district which is about Rs 60 crore.
Its in place to mention here that Khan had assured the people of Kishtwar during a public rally at Dak Banglow here last month that all pending liabilities would be cleared.
As per the details available with "Early Times, the Peoples Democratic Party workers hailing from different areas of Kishtwar district including Marwah, Warwan, Dachhan, Inderwal during a public rally, which was also attended by the RDD Minister and Party General Secretary Sartaj Madni, slammed the Rural Development Department for its failure to clear the liabilities under MGNREGA as a result of which the poor job card holders are facing immense problems.

The sources informed the Early Times that in last one month since the RDD Minister addressed the public meeting at Kishtwar, more liabilities were created due to growing job demand.
The sources said that out of approximately Rs 124 crore liability for the year 2013-14-15, the government of Jammu and Kashmir through RDD department released 64 Crore while about 60 Crore liability is yet to be cleared.
An official on the condition of anonymity informed that despite repeated request to the higher ups, no money was released. "The RDD Minister had announced that Rs 300 Crore would be released to clear the liabilities under MGNREGA, but not a single penny has been released till date."
He said the officials at the helm of the affairs are continuously facing the public wrath. He said that even GRS and Technical Staff working with the department are without salaries since past six months. He said that the honorable Court has in past also directed the government not to stop the monthly salaries of the GRS or Technical staff for such a long period.
He said that in case of any further delay, the department could not be able to finish the annual plan of the year 2016-17 due to limited working season. He added that the ongoing drought in the area had also hit the poor people. "MGNREGA is the only hope for the poor job card holders under such conditions," he added.
