Drabu to present full budget on March 21 | Assembly session to have two sittings with no holidays in calender | | Early Times Report
jammu, Mar 12: In order to accommodate with paucity of time and meet the deadline of closure of financial year, PDP-BJP alliance government will present its first budget on March 21 which falls on Sunday. Grants of all the departments will be passed by March 30, a day on which Legislative Assembly will pass Appropriation bills whereas the same shall be put through in the Upper House on March 31. Budget session this year shall have two sittings for the entire day nor would there be any holiday during the whole session, a first in the history of legislature. Sources in the Parliamentary Affairs department said that annual budget for the next financial year , i.e, 2015-16 shall be presented on Sunday which despite being a holiday shall see conducting of business of the legislature for the whole day. Sunday has been chosen for this vital business as the government is left with very few days for conducting the business of the legislature, mainly approval of grants for various departments before closure of financial year, sources said. While the session will begin from March 18 first with address of Governor NN Vohra jointly before both the houses in the Central Hall, serious business will commence from the same day which besides other routine things will have discussion beginning on motion of thanks on the Governor's address in both the Houses, sources said adding that this is due to tight schedule of business as the government cannot afford to let even one day passed without taking up any business. Sources further said while Hasib Drabu who will be presenting his first budget in capacity of Finance Minister has already begun pre budget presentation exercise, the Assembly Secretariat has also started hectic preparations with regard to conduct of business. All the newly elected legislators have been asked to send 10 starred and 10 unstarred questions within a week's time, sources said. Earlier there was talk of government thinking to go ahead with vote on account but later it was decided to present full fledged budget and an exercise to that effect has already been completed by the Finance Department. They further said that all the pending business of previous coalition government, howsoever important it may be, stands lapsed and the present government shall take up fresh business for ensuing session with respect to bills, resolutions , private members bills etc. The pending business gets lapsed automatically as and when the Assembly is dissolved, sources explained. |
