GAD to abide court directions on KAS seniority list | | | Asif Iqbal Naik Early Times Report JAMMU, Mar 12: Responding to the series of news reports published in Early Times in last three days, Commissioner Secretary to Government, General Administrative Department (GAD) said that the department is legally bound to follow the directions of honorable court while fixing the seniority list of 1999 batch Kashmir Administrative Service (KAS) officers. While talking to Early Times, Commissioner Secretary GAD Mohammad Ashraf Bukhari said that the department is clearly following the directions issued by the honorable Supreme Court of India in its 08-11-2014 and 22-1-2015 wherein the court allowed the government of Jammu and Kashmir to release the special scale grade in favor of all the KAS officers of 1999 batch. He said that after the work suffered and plea taken by the government, honorable Supreme Court in its latest judgment dated 22-01-2015 allowed the state government to continue special scale as a matter of officiating arrangement, added that the Apex court has directed the High Court to dispose of the intra-court appeal as expeditiously as possible and preferably within two months from the date of a certified copy as the order will be placed before the High Court. He said that GAD will prefer to wait for the outcome of the petition, added that in fact the GAD will pursue for day to day hearing of the case for its speedy disposal which will ultimately help the department to put the house in order at an earliest. He said that the dispute between the two parties has badly affected the functioning of the government at various levels. "Whatever the High Court decide we will implement the directions in letter and spirit" said Bukhari. He said that Governor also saw the file and upheld the proceedings of the GAD, added that GAD policy is transparent and each and every thing done by the GAD is put on website that was accessed by the people from any part of the world. He said that GAD is bound to follow the government directions and added that non adjustment of Sheikh Abdul Rashid in Agricultural Minister staff has purely been taken in accordance to government policy, added that in case the government gives any relaxation in rules as far as engagement of staff with ministers, GAD have no objection. He said that no one has been attached with any minister in violation of rules and regulations. |
