Over 1700 College lecturers without salaries for months

JAMMU, Mar 12: Nearly 1700 lecturers working in various government degree colleges of Jammu and Kashmir are without salaries for last two to three months, confronting them to untold hardships.
The delay on part of Government of India to release the annual plan 2014-15, is reportedly the main impediment being faced by state government to give salaries to these lecturers.
Sources informed Early Times that the lecturers who were without salaries include those in the newly opened colleges across state or those who have been posted against the newly created posts of lecturers.
"Nearly 700 permanent lecturers and some 1000 lecturers engaged under academic arrangements in various newly created colleges have been without salaries for the last two to three months", sources said.
They further said that according to set rules, the salaries to all these lecturers engaged in newly opened colleges and newly created 1100 posts was given from the Plan component of budget.
Most of the newly created 1100 posts were given to the colleges, operational before 2004 and the lecturers working on these posts are without salaries.
"The last days of this financial year are passing but till date Planning and Development department has only conveyed 90 percent authorization of plan component to all government departments including Higher Education department", sources said, adding that due to delay on release of full annual plan, salaries of these lecturers has been withheld by the department.
"We are without salaries for the last two months and it is very difficult to sustain our families at a time of high inflation", a lecturer working in a degree college RS Pura said, adding that earlier it was being told that after new government takes over, salaries would be released, but lecturers are shuttling around inquiring about their pending salaries.
