Mufti needs to fix priorities to tone up governance | | | One had expected Mufti Mohd.Sayeed led Government to fix priorities for promoting economic, political and security stability alongwith marked improvement in the functioning of the state administration.And those who had nursed such hopes seem to have been disappointed by the way the Mufti led Government has started axing some Vice Chairman of various Boards.In fact it seems a case of vindictive attitude on the part of the Government though as far as Mufti Mohd. Sayeed is concerned he is a rare breed of politicians who believes in reason and logic.He is less vindictive than the state has produced till date.But he seems to have been misinformed and misled because he has begun with the plan of streamlining the working of these Boards by sacking some Vice Chairmen as they had been appointed during the time Omar Abdullah had headed the coalition Government for six years.The Chief Minister should have given top priority for making various commissions functional so that whatever wrong had been committed or was being committed could be checked and measures were taken to ensure clean governance and honest functioning of the state administration. However,instead of focusing on various people related issues the Government has terminated the services of vice chairmen of various advisory boards and the Chairperson of State Women's Commission (SWC), appointed by the previous government.According to separate orders issued by the General Administration Department (GAD), services of vice chairperson of J & K State Advisory Board for Development of Gujjars and Bakerwals Chowdhary Bashir Naaz, vice chairperson of J & K State Advisory Board for the Development of Pahari Speaking People Kafil ur Rehman, vice chairperson of J & K State Advisory Board for the Welfare and Development of Other Backward Classes Kuldip Raj, of J & K State Advisory Board for Development of Kissans Radhay Sharma, of J & K State Advisory Board for the Welfare and Development of Scheduled Castes Swarn Lata have been terminated with immediate effect. Similarly a GAD order said that the appointment of Shamima Firdous, Chairperson J & K State Commission for Women shall come to an end on March 15, 2015. These appointments had been made by Omar Abdullah led coalition government during past six years. In reality these Boards had been established over the years simply to accommodate favourite party leaders and activists as persons holding the post of Vice Chairmen get the rank of minister of state which make him or her eligible for various perks and facilities. That it is the prerogative of the new Government to remove those who head various Boards who were appointed by the previous Government cannot be disputed but Chief Minister should have given a thought to what sort of priorities he needs to fix for galvanizing the state administration.The state's Public Service Commission is not only headless but most of its members have retired thereby making this top recruiting body almost defunct. Other commissions,including the State Accountability Commission,which is supposed to act as a watch dog is headless..Two other commissions, Human Rights Commission and the Backward Classes Commission are headless. As a result of memberless and headless Public Service Commission selection of candidates for different posts has been delayed thereby causing heartburns among the educated youth.The Government is expected to resolve the problem of unemployment and part of this can be done by making the PSC functional and by upgrading the working of the Subordinate Services Recruitment Board.If the PDP-BJP coalition Government wants to undo the wrong that had been done during the last six years it should, first of all,make these four commissions functional.Besides this the head of theVigilance Commission and its members be asked to upgrade their mechanism of identifying the corrupt people in the state administration so that these corrupt people were weeded out to create an atmosphere for honest people to run the state administration.This way the Chief Minister needs to reexamine the entire working of the Government so that he is able to fix priorities for ensuring change for better. |
