Omar toeing Congress line while welcoming proposed Indo-Pak talks

Various leaders belonging to the
mainstream political parties and the
separatists in Jammu and Kashmir have welcomed the decision on the resumption of stalled India-Pakistan process of dialogue.What is surprising is the way the Congress party at the national and the state level has not felt enthusiastic about the outcome of talks between Narendra Modi and Nawaz Sharif in Russia the other day.The Congress leaders,including the PCC Chief,G.A.Mir has claimed that there was nothing in the Modi-Sharif talks which could be described as a breakthrough.Possibly the Congress expected a miracle to happen during the talks in the shape of Nawaz Sharif declaring to Modi that Pakistan will stop totally using its soil for exporting terror to India.Possibly the Congress had expected Nawaz Sharif to assure Modi that Pakistani troops will neither resort to any ceasefire violations on the border in Jammu and Kashmir not assist groups of militants,having brought on the launch pads,in crossing into Jammu and Kashmir.The Congress may have expected that Nawaz Sharif will order closure of all arms training camps where militants were being imparted training in handling of weapons.The two sides have decided to resume talks and it should be credited to the Indian team that Pakistan did not insist on including a debate and discussion non Kashmir during the talks.Invariably Islamabad would insist on first discussing the Kashmir issue whenever bilateral talks were held.
Well former Chief Minister,Omar Abdullah,has welcomed the decision of India and Pakistan to resume talks but he does not feel any reason for excitement because there have been many hitches and hiccups in the bilateral talks,at least during the last one year of the Government headed by Narendra Modi.He has welcomed talks because he believes that if Islamabad and New Delhi engaged in the process of dialogue chance of peace in the south Asian region could increase.But why should he insist on settling the Kashmir issue when he knows better than anybody else that Islamabad wants Kashmir to become part of Pakistan.Presumably playing politics Omar Abdullah did not want to give any credit to Modi for having been instrumnental for reopening the choked channels of dialogue and that too when three days ago Pakistan Defence Minister had threatened to use nuclear options and when Islamabad has started blaming India for exporting terror to Singh,Balochistan and Afghanistan.
If Chief Minister,Mufti Mohd.Sayeed, has welcomed the decision on resumption of India-Pakistan dialogue he has done so because reopening of the talks could ensure increased people to people contact and trade between the two Kashmir's.Once people to people contact and trade showed marked level of improvement it could lead to promotion of peace which was necessary for the Mufti led Government to implement various development projects.
And Chairman All Party Hurriyat Conference,Molvi Umar Farooq,has welcome the plan on resuming Indo-Pak talks but he wants the two sides to discuss the Kashmir issue and involve the separatists in the talks that were proposed to be held between New Delhi and Islamabad.New Delhi has already announced that it will not resume talks with Kashmiri separatists but was in favour of holding talks with Islamabad.Hence Molvi Umar,while welcoming Modi's initiative, wanted the BJP led NDA Government to alter or modify its stand and involve separatists in the bilateral talks.
Well indications are that Modi has decided to move step by step and avoid rushing through the process of dialogue and that is the reason that before the bilateral talks were held between the two Governments the two sides were setting the stage for the talks during talks between India's security adviser and his Pakistan counterpart.At the same time there is no need for building euphoria over the proposed talks because Islamabad has ditched New Delhi right from 1999.It has ditched even after the Agra summit. If talks are to be held the Indian security forces should continue its efforts for upgrading the border management and security grid on the LOC and IB in Jammu and Kashmir.
