Hoodwinking hapless WP refugees | Instead of approaching BJP, RSS approaches NCSC | | Early Times Report Jammu, July 12: The RSS, which claims that it is a cultural organization committed to the Indian society and national unity, has turned political. It has also started playing politics to hoodwink and exploit hapless sections of Indian society like other political parties. It, like the unscrupulous political parties, has started taking people for a ride believing that they are naïve and they could be easily misled, influenced and won over. That the RSS has started playing political games to hoodwink, mislead and win over certain hapless sections of society could be seen from the fact that on July 10 its organ Jammu & Kashmir Study Centre (JKSC), instead of using the good offices of the BJP, approached the National Commission for Scheduled Castes (NCSC) and urged it to intervene so that the refugees from West Pakistan living in different parts of Jammu region since 1947 get all citizenship rights and lead a dignified life. The JKSC reportedly submitted a memorandum to the NCSC on the plight of the refugees from West Pakistan, mostly Dalits. The memorandum, among other things, urged the NCSC to intervene so that the West Pakistan refugees also enjoy all the rights which are available to the permanent residents of Jammu & Kashmir. The memorandum also reportedly urged the NCSC to persuade the authorities in Jammu & Kashmir to amend the relevant laws to enable the West Pakistan refugees to contest elections in Jammu & Kashmir, including assembly and local bodies' elections. Nobody is opposed to what the RSS through its JKSC did on behalf of and for the refugees from West Pakistan. It was within its rights to do what it did. However, the main issue is that the RSS should have put pressure on the BJP, which is at the helm at the Centre and part of the ruling coalition in Jammu & Kashmir. The BJP, like the JKSC, is part of the Sangh Parivar and the BJP is in a position to deliver. By approaching the NCSC, a recommendatory body, the RSS only created an impression that it is not committed to the cause of the West Pakistan refugees and that it is simply indulging in an exercise of self-deception to make them understand that it is with them. The NCSC cannot help these refugees because Jammu & Kashmir is not under its jurisdiction. It, like the National Minorities Commission, could only make a recommendation which the Jammu & Kashmir Government is not constitutionally bound to endorse, as the state has its own constitution that makes unjust, invidious and humiliating distinctions between the so-called State Subjects and all other Indians. Did not the Jammu & Kashmir Government reject the recommendation of the National Minorities Commission to grant minority status to the Sikh community in Kashmir? It did reject. It also did not pay any heed to the Presidential intervention on behalf of the Sikh community. The RSS and its JKSC know it and yet it, instead of making the BJP fall in line or forcing it to do the needful, approached the toothless NCSC. But more than that, the RSS, like the BJP high command and Prime Minister Narendra Modi, approved the Agenda of Alliance on the basis of which the PDP-BJP coalition government was formed in Jammu & Kashmir. The Agenda of Alliance didn't talk about citizenship rights to the West Pakistan refugees residing in Jammu & Kashmir. It only talked about their sustenance and livelihood. Had the RSS committed to the cause of these refugees, it would not have endorsed and defended the Agenda of Alliance. If the RSS is sincerely committed to the cause of the refugees from West Pakistan, it has to make the BJP assert its position in the government. It should direct the BJP to make its ally amend the relevant laws. This is the only option available. The NCSC is not an option and it would be too much to say that the RSS doesn't know it. |
