641 appointments in defunct, loss making corporations; PDP-BJP govt yet to act | | | Syed Junaid Hashmi Early Times Report
JAMMU, July 12: State government took no time in showing door to tainted lower rung officials in the state administration but is yet to initiate any action against those blue-eyed officials who were appointed by the previous NC-Congress coalition government in various defunct corporations. The list runs into 86 pages and includes individuals who have been appointed against gazetted posts and later, transferred in complete breach of rules and regulations to various other departments and corporations. The list is very much available with the top officials of the government but none has so far shown the courage to act and set the wrong which has been done right. It is also a known fact that apart from Jammu and Kashmir Cements, most of the corporations are in losses and heavily dependent on the government for paying salaries to the staff and carrying out their day today activities. Yet the previous government went on appointing individuals one after the other. J&K Cements engaged 93 individuals without following any specific recruitment method. A DO or letter from some VIP or VVIP was what prompted the department to immediately make the appointment and release salaries. Jammu and Kashmir Police Housing Corporation (JKPHC) engaged 28 individuals on negotiable remuneration basis since the year 2010. These engagements were made without advertising the posts in the leading dailies so that candidates could have been chosen on merit. But the same was not done. Jammu and Kashmir State Forest Corporation (J&KSFC) took the lead in making appointments in almost all the categories. The corporation engaged 107 employees in the category of dependents appointed on compassionate grounds under Jammu and Kashmir State Forest Corporation (compassionate appointment rules-2007) on the pattern of SRO-43. This was done by the Chairman of the corporations along with his team. Hence, again the manner in which SRO-43 cases are scrutinised was not done in this case. Corporation had appointed grading attendants during 2010 and subsequently disengaged them in the year 2012 but they went to court and continue to be on the rolls of corporation. Interestingly, 5 of the 13 employees engaged as grading assistants by the corporation belong to Ganderbal district which was then home constituency of the then Forest Minister and Chief Minister. Though the corporation is contesting the case but nothing positive has emerged so far. Similar is the case of 8 employees engaged on contractual basis by then Managing Director (MD) State Forest Corporation (SFC) with the approval of Chairman who was then Forest Minister Mian Altaf, now MLA Kangan. These employees also approached the court against their disengagement and court stayed the order. They continue to be part of J&K SFC. Jammu and Kashmir Project Construction Corporation (J&KPCC) appointed 15 individuals on various posts and they have been working till now. 287 Engineers were engaged by Jammu and Kashmir State Power Development Corporation (J&KSPDC). These engineers are working in various projects across the state. Nothing is known about the procedure of appointment followed. More importantly, 5 blue-eyed individuals were appointed directly Assistant Managers in the Jammu and Kashmir Agro Industry Development Corporation. 16 individuals were appointed against various posts in Jammu and Kashmir State Financial Corporation (J&KSFC) during the last five years. This includes appointments against posts for which advertisements should have published in all the leading dailies, interviews should have been held and then, the candidates should have been selected. 74 appointments were made by Jammu and Kashmir Tourism Development Corporation (J&KTDC) in Jammu as well as Kashmir. A huge number of employees were appointed in SRTC without following due procedure despite the fact that it is a loss making corporation and has been unable to return to the profits. What makes these appointments interesting is the fact that most of these employees who have been engaged on various temporary basis are working in different departments and performing altogether different roles. New government has begun well but would do wonders, if it seeks an account of the happenings in the loss making corporations. The sooner government wakes up, better it would be.
