Anguished Govt employees term circular dictatorial | 'Bureaucrats attempt to demean Political authority' | | Abodh Sharma Early Times Report
Jammu, July 12: Terming the Government Circular No. FC (A) 17-II/Trnsf/2015, issued by Financial Commissioner (Revenue) Dr Arun Kumar the previous day as undemocratic and infringement on the right of an individual to make a representation to the elected political leadership, the Government employees have taken it with a pinch of salt and are weighing the options of its legal scrutiny. Admitting the fact that certain officers and officials are in nexus with political leaders and they bring in political pressure to secure lucrative and convenient postings, a leader of an employees' union said that many a times, employees become victims of an orchestrated vilification campaign and are repeatedly assigned hostile and inconvenient postings while the blue eyed and politically affluent remain glued to postings of their choice for multiple tenures. "When despite repeated representations the administrative heads remain insensitive to genuine concerns of the employees, what option are they left with but to represent their case to their elected representatives?" he asked. "This is an insult to the political leadership and attempt to undermine the authority of legislature by the bureaucracy" he said. The Commissioner Secretary Revenue had ruled that if an officer/official made a representation to the political leadership, such an act would be reflected in his Annual Performance Reports (APRs) and he would be put in the list of 'deadwood' officials. In a similar order, Commissioner Secretary Education notified that all those officials transferred will have to join new place of posting within stipulated time without waiting for decision of their representation of modification. "There are innumerable cases wherein poor government servants and their families have faced untold miseries due to the follies of bureaucrats and their genuine representations have been treated with utmost indifference and insensitivity. In such cases depriving them of representing their plight to their elected representatives is nothing but an infringement of the democratic rights of employees, who despite being in government service are also the citizen of this country" said government lecturer, who retired recently. "This is an attempt by the bureaucracy to withhold all power on to themselves" said another leader of employees union. "There are many instances wherein bureaucrats have shown open dissent by disregarding the recommendations of elected representatives and in some cases even the Ministers. "Many Junior Ministers are anguished by the utter disregard shown by senior bureaucrats towards their DO letters and some of them have expressed their resentment to their Senior Ministers as well. In such a preposition, it is imperative for the political leadership to restrain the bureaucracy from sabotaging the democratic norms" he added. |
