| NC-Congress coalition messed up with postings of LC Secretary … | | Incumbent officer overburdened with responsibility of 3 vital deptts | | Early Times Report
JAMMU, July 12: As the erstwhile NC-Congress coalition government messed up with the post of Secretary Legislative Council from year 2011-2013, this crucial assignment and heavy responsibility continues to be looked after as additional charge by the incumbent officer who is already overburdened with charge of two equally important departments as Secretary. Mohammad Ashraf Mir is the officer who ended up as final choice when both alliance partners reached a point of showdown in the year 2013 hours before the commencement of Governor's Address to joint legislature.
Sources said everything was going on smoothly until the retirement of GR Mehboobi as Secretary Legislative Council. After his retirement the then Deputy Chairman Arvinder Singh Micky of Congress appointed Deputy Secretary Mohammad Ashraf Shah after promoting him to the post of Secretary. However, as there was no coordination and harmony between the two partners NC and Congress, in the meantime, one more Secretary LC was appointed under orders of cabinet vide order no. 39/CIR/2011 dated 7-2-2011. With NC's Ali Mohamamd Sagar as the Law minister at that time, the Law department through a proper order confirmed this appointment of one Mohammad Syed Shah as Secretaray LC vide order no. 486LA(PAB) dt 8-2-2011. As this became the prestige issue for Arvinder Singh Micky, he reportedly did not allow the new officer appointed upon cabinet decision to assume his task.
Sources said it became a sort of NC vs Congress show and differences between NC and Congress over this issue reached such a point that it reached even Delhi in Sonia Gandhi's Darbar. On the other hand Ali Mohammad Sagar too got annoyed to the extent that accounts of the Council which are seen by the Law department were freezed for some time. As the session was to begin from February 28, it was the intervention of some senior leaders and the then PCC chief Prof Saifuddin Soz which pacified the matters and as a middle path Mohammad Ashraf Mir, who was then the Additional Secretary in Law Department , was given this additional charge and posted as Secretary LC. Mir at this time continues to hold, rather is overburdened with responsibility of three posts - Secretary LC, Secretary Law Department and Secretary Parliamentary Affairs, all having important and huge workloads.
Messing up of things and playing up with vital postings by NC and Congress did not end here as Mir Saifullah upon his elevation as Law minister too meddled and muddled up matters in no less way, sources further said adding that instead of appointing separate officers for the key posts he indulged in postings of his choicest officer as Law Secretary after uncalled for transfer of GH Tantray on this post. |
