Early Times Report

Jammu, July 12: An affluent builder has encroached upon several kanals of state land along Ravi river bed-right under the nose of district administration Kathua.
It has been reliably learnt that the district administration has deliberately maintained a silence probably either due to pressure from higher ups or has close ties with the builder in question.
The builder is raising a colony in village Jagatpur, along National Highway 1-A, which is just two kilometers away from Lakhanpur.
"This group had purchased a piece of land some years ago. The land touches the bank of Ravi river on one side and the National Highway on other. The idea to purchase a small piece of land was obviously executed under a plan as the builder was eyeing the state land available there," sources said.
In the past few days, the builder has been raising the boundary wall along the bank of Ravi and has dumped debris there. "Several dozen kanals of state land have already been encroached upon by the builder," sources said.
They said a small rivulet, which used to pass from that portion of land was also encroached upon by the builder.
The group is reportedly planning to raise a hotel or some commercial establishment along the bank of river for which large tracts of state land have been encroached upon.
"We have raised the issue with district administration several times, but despite repeated assurances no action was taking against the builder," a local resident who was part of the delegation that met officials in Deputy Commissioner's office told Early Times.
He said neither the district administration nor Irrigation and Flood Control department have taken any action against the encroachers.
When contacted, Deputy Commissioner Kathua, Ajay Singh Jamwal said he would take cognizance of the matter, and if there would be any encroachment on state's land, "action would be taken."
PHE, Irrigation and Flood Control Minister, Choudhary Sukhnandan also assured that he would take action after getting reports from the officials concerned.
