JAMMU, Jan 19: Despite of providing relief to the unemployed educated youth in Jammu and Kashmir, the Saakshar Bharat Mission (SBM), an Adult- skilled Dev. Programme which has been launched in 2009 by the Prime Minister of India across the country including J&K failed to be proven as a great relief to the youth. Reliable sources said that the State Literacy Mission (SLMA) has been constituted in 2010 and notified inviting applications for the recruitment of PRERAKS, Block Co-ordinators, Distt. Co-ordinators purely based on merit at Panchayat levels, Blocks levels, Distt. levels e are issued by the concerned Distt. Development Commissioner (Chairman ZLss).The said scheme has been extended by the Govt. of India upto 2017 but it is evident that the PRERAKs, Block co-ordinators, Distt. Co-ordinators may cross the maximum age limit under service rules and obviously will get expired in terms of engagement in other departments, said the sources. sources again said that the persons engaged have not even got the monthly salary for more than 2 years and the Commisioners Secretary when ever tried to contact doesnot even showed interests to meet the delegation and even if accidently met them, managed the replies. A person working with the SBM while pleading anonimity said, "We are working on the meager amount of Rs. 2000/-pm which is still a liability to the State Govt. and wages per month is not sufficient according to the labour law (Minimum wages Act). no consideration is given to the number of educated youths (mostly PG, M.Phil, B.Ed) engaged as PRERAKs, Block Co-ordinatiors, Distt. Co-ordinators under the scheme, he added. Another worker shared," we have worked with honesty in the department and the department have used us in every possible way in elections, aadhaar card etc but no consideration is given to us". Repeated attempts to contact Commissioner Secretary Shaleen Kabra went in vain as he was busy on an other call n haven't replied to the calls thereafter. |
