'Allow all Ph.D holders for interviews' | Hr Edu Deptt. appeals Guv | | Akshay Azad

Jammu, Jan 19: In the backdrop of controversy over the Minimum Standard Procedure (MSP) certificates sought by Jammu and Kashmir Public Service Commission (JKPSC) for posts of Assistant Professors, the Higher Education department has reportedly appealed Governor NN Vohra to direct the JKPSC for allowing all the Ph.D holders for the interviews. Sources informed Early Times that as decided, the meeting was today held in Civil Secretariat Jammu, chaired by Commissioner Secretary Higher Education department Sarita Chouhan and was attended by Vice Chancellor of Jammu University and Kashmir University in which threadbare discussions were held over the issue of MSP certificates. Talking to Early Times, Commissioner Secretary of Higher Education, Sarita Chouhan said that they have forwarded their recommendations to the competent authority for taking the final decision over the issue. On being asked if it is recommended to withhold the decision, she refused to divulge details and said, "Let the competent authorities take decision". An official who was present in the meeting pleading anonymity said, "The meeting decided that the JKPSC must allow all the Ph.D holders for the interviews of Assistant Professors". The official further said that it was also recommended that the officials of Kashmir University as well as Jammu University would approach University Grants Commission (UGC) for redresssal of the MSP issue as the JKPSC was not even considering the equivalence certificate rather than MSP. "The JKPSC is adamant to go by the guidelines of UGC for selection of Assistant Professors according to which the MSP certificate is mandatory. So we have recommended to send representatives of Kashmir University and Jammu University to UGC headquarters in New Delhi to bring some changes so that the Ph.D holders of state will not suffer", the official said. The official further said that it was also recommended that the interviews should not be withheld but all the Ph.D qualified candidates must be allowed but final result of the interviews would only be declared as per the outcome of the deliberations between the UGC officials and representatives of both Universities over the MSP certificate issue. The official further said that the recommendations have been forwarded to the Governor NN Vohra office and the final decision would only be taken by the Governor. "It depends on the Governor, if he will given green signal to the recommendations or not", the official said. |
