'Make volunteer disclosure of info to reduce load of RTI applications'

Kishtwar, Jan 19: Assistant Commissioner Development (ACD), Kishtwar, today laid stress on the volunteer disclosure of information to people to lessen the number of RTI applications in the district.
While talking to Early Times, he said keeping people aware about the ongoing activities of the department would lessen the burden on employees in terms of frequent filing of RTIs by people who "seek details of various ongoing works not only in Rural Development Department, but also in other departments". "Transparency and accountability are two crucial pillars of good governance. We, at RDD, Kishtwar, thrive for excellence. Hence, in view of making the working process more transparent and making functionaries of our department accountable, I have asked all the Block Development Officers of Kishtwar to follow the principle of voluntary disclosure of information," he claimed. He said that the proactive disclosure of information would help the department to build the much needed trust with people. "It will also bring down the number of applications seeking information under RTI Act and in turn will provide our employees time that can be used for other official works," he added. "The idea is to bring most of the information in public domain beforehand. This will help people to decide and act and help the department to generate goodwill within public. Guidelines of the schemes currently being run by the department, beneficiaries' eligibility and selection criteria, list of beneficiaries of the previous fiscal year, making invoice of the works available at panchayats, physical and financial expenditure during last fiscal year will also keep the public aware about various ongoing development works going on in their respective areas," he said. He claimed that in order to accomplish the above mentioned objectives, he had advised all the BDOs to adopt innovative methods of information sharing such as wall paintings, banners, etc. He also claimed that in order to check the new departmental initiatives, he had constituted monitoring teams. He said that he had issued a detail order in this regard last month vide No ACDK/Estt/2015-16/7697-7713 Dated 26-12-2015. He claimed that the policy of proactive disclosures adopted by his department in Kishtwar was the 2nd major initiative of RDD after adopting the use of GPRS technology to carry out department works under NIGRAAN. He claimed that the department was keen to shift to new initiatives to bring transparency in execution of departmental works.
