DRWs helpless before corrupt 'leaders' | | | Javaid Naikoo Early Times Report
Pulwama, Jan 19: Taking advantage of their helplessness, babus in league with some self-styled leaders of employees are demanding bribe from the Daily Rated Workers (DRWs) to get them regularized. As regularization of 3660 DRWs of different government departments is going through final screening at Civil Secretariat Jammu these days, DRWs told Early Times that 'concerned babus in nexus with some self-styled employee leaders of Kashmir are setting bribery conditions for them for their regularization process. They said that they are being told to pay bribe for their speedy regularization and are warned of delay in process in case conditions set are not fulfilled on time. DRWs said "a selective mode is being employed by Babu's in screening of documentation and ultimately regularization as DRWs who through these self styled employee leaders handover money to Babus are preferred over others and their documentation is completed within no time, while DRWs denying money are put at back foot and threatened of delay in process of their regularization.' "We are clueless to tackle this web of corrupt people,in a pre-planned manner bribery conditions are set for us to get regularized even after waiting for more than 22 years for this day,hurdles are created for us when we deny to pay them bribe and we are threatened of delay in process for no fault." one Employee Said DRWs of Public Health engineering (PHE) and forest departments said that in November-December of 2015 arround 450 DRWs of Mechanical sub division Awantipora and Agriculture and forest departments of Sopore and Srinagar were regularized on priority bases for some unknown reasons. They said that all such employees after their regularization were informed through a secret mode of communication and till date same was not announced formally through publication in any newspaper and announcement in broadcast media as per set norms in this regard. As per a government circular around 3660 employees of different government departments who were engaged as DRWs before 1992 and 1994 are scheduled to get regularized without further delay as all such DRWs have already completed more than 22 years of service as temporary employees. During his maiden budget session former Minister for Finance, Labour, Employment and Culture, Dr. Haseeb Drabu said that with regards to daily wagers engaged upto 31-01-1994, a policy is already in place as per SRO-64 of 1994 dated 24-03-1994 in terms of which 56223 Daily Rated Workers (DRWs) have already been regularized up to February 2015 leaving behind 3660 persons. He then also said that in order to extend the benefit of regularization to such left out DRWs, as well, his Government has also created 3660 posts of Helpers for regularization of as much number of DRWs. He then said that process of regularization of DRWs engaged prior to 31-1-1994 as per SRO-64 of 1994 dated 24-03-1994 is likely to be completed during 2015, subject to furnishing of complete proposals by departments. When contacted President Employees Association, Abdul Qayoom Wani said that he will personally probe this matter to locate these self styled leaders asking money to DRWs getting regularized these days. "These 3660 DRWs of different government departments fall in pre-ban quota and there is already a government circular about their regularization, so they do not need help of anybody and all such DRWs must no give money to anybody and fear anybody who calls himself a leader of employees."Qayoom Wani said Pertinently these 3660 people recruited in between 1992 and 1994 on temporary basis in different governments according to document details till date have completed around 22 years of service and many among these employees are now nearing retirement age. |
