Early Times Report

Billawar, Jan 19: The people of Billawar and adjonining tehsils today took out a massive rally on the roads which started from Dewal and culminated in the Billawar Tehsil ground from Dewal to Billawar under the banner of Billawar Zila Andolan. They were raised slogans demanding District for Billawar. Thousands of people joined the rally while it passed through the town of Billawar. Many prominent intellectuals, farmers, youth, elderly people who walked three and half kilometers journey manifesting their anguish dismay accusing the Govt. for denying the district for Billawar.
Covener of the Andolan Hari Chand Jalmeria Advocate addressed the participants of the Rally at various places enroute and at Billawar thsil ground. He said that the district Kathua from the very beginning was constituted unevenly. Its headquarter is situated at the south east corner bordering Pakistan and Punjab. People from hilly areas have to walk and travel long distances to reach the district headquarter. The further compounding fact is that the road connectivity is non-existent or in shambles. The hilly areas of Billawar, Ramkot, Macchedi, Bani, Mahanpur and Basohli tehsils have remained underdeveloped due to continuous neglect and discrimination by the successive dispensations. This area has great potential in the fields of tourism, agriculture, horticulture, animal husbandary, human resource but is badly suffering for neglect.
He added that this area should have been created as separate district as its dimension runs 170-80 km(north-south) and 120-25 km(east-west) with Billawar being the central place where ancient temple of lord Shive is located. Many areas like Banjal Bhatwal, Godu flal, Dugaan, Sadrota, Badnota, Lohai Malhar, Marhoon, Dhaggar, Fatehpur Bhandar have no road connectivity despite having great tourism potential. The condition of Dyalachak-Chhallan road, Billawar-Sukrala-Macchdi road, Billawar-Katli road, Mandli-Kohag-Kurhetar road is also pitiable where hundreds of commuters travel daily. There is no arrangement of buses even and matadors ply overloaded on roof tops further said adding, Billawar was denied district in 1978 when Sheikh Govt created three new districts in Kashmir valley and further in 2006 when coalition govt of Cong-PDP headed by Gulam Nabi Azad added eight new districts in the state, four in Kashmir valley and four in Jammu Region without adopting any reasonable criteria either of population or of area. Jalmeria called upon the Governor NN Vohra to immediately create the Billawar as District ending the age old discrimination with that area otherwise intensification of the agitation shall be geared up.
