Harsh alleges norms violated in disbursement of incentives, relief by Horticulture

Jammu, Jan 19 : Expressing grave concern over the open loot and swindling of govt. funds under various beneficiary oriented schemes by various govt. Department, Harsh Dev Singh Chairman JKNPP and former Minister has sought high level probe into all disbursements made after April 1, 2015 in the Deptts. of Horticulture, Social Welfare and Revenue department in district Udhampur.
In a statement issued, he said that GAD orders regarding mode of payment of relief, subsidies and other incentives under various state and central sponsored schemes have been flouted by the said department with impunity for vested interests and for extraneous considerations which require personal indulgence of the Governor.
Elucidating his point, he said that the state govt. in a bid to ensure transparency and to curb corruption in the disbursement of payments under various beneficiary oriented schemes had directed all govt. deptts. to follow the process of Direct Bank Transfers (DBT) instead of payment through Cash, Cheque or Demand Drafts. Accordingly an order was issued by GAD directing all Govt. deptts. to stop the practice of payment by cheque or demand draft and to directly transfer the amount in the account of beneficiary through real-time gross settlement (RTGS) system.
He said that the step was taken with the objective of cutting through the bureaucratic red tape and stop bribe taking allowing the full benefit to reach the ultimate beneficiaries. He pointed out that the system has been followed in various govt. deptts. with the exception of a few which are still issuing cheques and demand drafts as per their own whims and fancies in gross violations of the govt. orders and norms and thus subserving their personal motives.
He said that funds have been deposited by certain DDOs in their own accounts and subsequently cheques issued to fake beneficiaries, the proceeds of which have been eventually plundered.
