People denied February quota, buy market rice on high rates | NFSA implementation hits lower middle class hard | | Javaid Naikoo

Srinagar, Feb 2: As implementation of National Food Security Act (NFSA) continues to evoke protests in Kashmir, people of lower middle class families denied February quota are buying rice from open market on exorbitant rates. After protests in different parts of Kashmir, official sources Early Times that they as per orders from higher ups of the department directed store keepers to stop distribution of rice quota of February till further orders. They said that the decision to stop distribution of Rice in the month of February was taken after it was presumed by higher ups that protesting consumers may not take rice quota as per NFSA guidelines keeping in view routine protests of people against the act and ultimately rice quota meant for distribution among consumers is still stored in CAPD go downs. Amid deadlock over NFSA implementation, Early Times received calls from people across Kashmir expressing helplessness to buy rice from open markets on exorbitant rates after CAPD denied them ration quota of February. They said that after deadlock hit NFSA implementation, authorities not only stopped pre NFSA quota that is 25 kgs per family but also devoid them of new rice quota as per NFSA guidelines that is 5 kgs per person @ 3 Rupees per kg. "It is not costly but actually impossible to buy one rice quintal from open market ranging in between 2400 to 2600 per quintal for a poor family which has total monthly income equal to this amount or less than it."Says Farooq Ahmad once CAPD Consumer Pertinently NFSA implementation which witnessed protests during previous PDP-BJP rule in the state was implemented by Governor NN Vohra in a phased manner in Jammu and Kashmir from February 15. NFSA as per guidelines is a law of the parliament of India which aims to provide food grains to approximately two thirds of country's 1.2 billion people. Under the provisions of law, 75% of rural population and 50% of the urban population under Public Distributin System are entitled to 5 kilograms per person per month of rice, cereals and grains at rice Rupees 3per kg, wheat at Rupees 2 per kg and Coarse grains at Rupee 1 per kg. The guidelines reveal that states are responsible for determining eligibility criteria and people like pregnant women and lactating mothers are entitled to a nutritious "take home ration" of 600 Calories and a maternity benefit of at least Rs 6,000 for six months, while Children 6 months to 14 years of age are to receive free hot meals. People demand that Governor NN Vohra must personally intervene in the matter and solve the Problem once for all and also must direct concerned officials to distribute February quota of rice stored. Meanwhile Fdirector CAPD could not be contacyed. |
