Kishtwar, Mar 2: A CAPD night watchman, who has surprisingly risen to the rank of in charge storekeeper at Sounder in Dachhan area here in a span of 18 years of his service, is also alleged to have withdrawn a huge amount of money as carriage commission against loading and unloading charges in violation of norms. As per information received through an RTI application vide letter No ADCAPD/K/2015-16/2038-39 on February 2, 2016, Kanshi Ram, son of Darshan Dass of Sounder, whose name figured at serial no 55 in the list of 72 night watchmen working in the department, was posted as Food Store, Sounder, vide order No 219-22/FSD/98 of May 6, 1998 at a salary of Rs 30 per month. In just 18 years of his service in the department, he has become in charge of the storekeeper in Galhar area of Nagsini. He was alleged to have withdrawn huge amount on account of carriage commission against loading and unloading charges for running a fair price shop at Kalnoo from October 2006 to July 2009. This was against the service conduct rules, official sources alleged. The RTI reply reveals that Kanshi Ram has withdrawn Rs 2,19,132 as salary from June 1998 to December 2010 and Rs 24,45,663 as carriage commission from October 2006 to July 2009. "This is against norms as he is withdrawing salary as a government employee and is not entitled for any other monitory benefits like withdrawing of carriage charges or any other charges as per service rules," sources alleged. Sources urged the authorities concerned to look into the matter of his appointment and the alleged 'out of turn' promotions.
