Work culture improves in Guv's rule | Employees spend more time in offices | | Peerzada Ummer Early Times Report srinagar, Mar 2: A survey conducted by the Government recently shows improvement in work culture since the day Governor's rule was imposed in Jammu and Kashmir, the Government employees working in various departments across the State have spend nearly 20 to 30 minutes extra in office every day, reveals the survey conducted by the Government recently. The survey has revealed that the revolution in the work culture has been witnessed by the imposition of the Governor's rule in the State and that the entire administration is on the tenterhooks to mitigate peoples' sufferings at large. The Survey has shown that the average 'in-time' of the staff is being recorded at 9.28 am and the average 'out-time' of the staff has been recorded at 5.46 pm. Survey's findings reveal further that the employees no longer are being found fudging their duty hours and that the offices that used to witness attendance of the employees not before 11 a.m witness employees discharging their respective duties at 10.15 a.m on an average. It was informed by the top Government sources that the State authorities at present have been given clear cut instructions by the State Governor NN Vohra that correct record keeping of attendance in a Government office should be ensured and that the late arrivals, leaves and breaks must be calculated systematically. The survey that was conducted in the civil secretariat Jammu too revealed that 31.6 percent of the staff showed up before the office start time of 9 am while, 38.8 per cent of the registered employees marked their presence between 9 am and 10 am. "It is a great achievement after all that the work culture is being developed in the State and that employees are responding well towards their duties. Earlier, the punctuality seemed a distant dream in the State which has been dominated by the political uncertainties. What we are witnessing at present is an indication that the State can too tread towards the betterment if someone with courage would lead it," said a senior bureaucrat. The survey has revealed further that the timely resolution of peoples' problems has also witnessing the surge and that the files are least being kept in limbo by the helmsmen in the State. Sources said that the offices related to the public dealing have been given clear cut instructions by Vohra that no public grievance should get shelved and no delay be exhibited in attending peoples' issues. Also, the directions of the Governor over the installation biometric attendance system have kept the officials across the State on toes. Such a system has made it almost impossible for employees to defraud a time and attendance system. All the Government offices have been directed by the general Government order that the installation of the biometric attendance systems should be ensured till March end. Such a measure as per the senior officials would instil new wave in the work culture of the State and that the Government employees would no longer be able to fudge the duty hours. What would be interesting is that if the State witnesses the new coalition Government follow the trend. |
