SC to assess reasons for cost escalation of projects, fix responsibility 3/3/2016 12:26:34 AM Early Times Report Jammu, Mar 2: The Government has constituted a Standing Committee to assess the reasons for cost-escalation of the projects for which the Departments seek revised administrative approval. The Committee will fix responsibility of the concerned officers in such cases where the over-runs are not justified. The Committee will be headed by the Administrative Secretary Planning & Development Department with Administrative Secretary Power Development Department, Administrative Secretary Public Works (R&B) Department, Administrative Secretary PHE, Irrigation & Flood Control Department and Development Commissioner Works as its Members. The Administrative Secretary of the concerned Department will be the Member Secretary of the Committee. The terms of reference of the Committee include assessing the reasons for time and cost over-runs against the pre-defined parameters so as to reduce the scope for discretion and open-ended cost and time escalation. It will also undertake detailed examination of the basis/reasons for cost and time over-runs before recommending the accord of administrative approval to the revised cost of projects valuing above a given threshold to ensure structured accountability in project implementation.
