People decry for non-payment of funds under MGNREGA, BDO Marheen unmoved | | | Arun Trisal Early Times Report
Kathua June 18: A large number of beneficiaries of sanitary facility under Central sponsored MGNREGA scheme have been resenting repeatedly approaching to the office of Block Development Officer (BDO) at Marheen for liability and pending installments from where they always got mere assurances. The beneficiaries have been bemoaning for over 2 years as ironically person who is nodal officer to look into matter always turns a deaf hear and ignores the suffering of poor people. According to a scheme under NREGA, Rural Development Department has asked people to construct sanitary (toilets) facility in their houses and government will provide financial assistance in three equal installments. "But in our case only one installment has been released while 66% amount is still balanced, locals lamented and said that they have to construct toilets at their own as in the want of due funds which government failed to prove they managed personal loans to finish the construction in halfway. Shiv Dev Singh, a social worker and beneficiary informed that VLW suggested people to construct toilets in their house and government provides finance after completion of construction work. Singh said poor people with enthusiasm started construction work even after borrowing money from their relatives. "It was surprising that many of us got only one installment i.e. Rs 5000/- few years back and rest is yet to be paid," he alleged. Singh said whenever they approached BDO Marheen, he mostly was found absent from duty without any entry in movement register. He alleged that BDO always adopt a dillydallying approach to release the pending payments to beneficiaries. Sham Lal, a local said, "Official in BDO office openly demanded due share from amount meant for construction of toilets." He also alleged that BDO officials released cheques of only those who allegedly have greased his palms which is not possible for some poor people of area. Lal said the matter was also highlighted before DDC Kathua during a public interaction and MLA Hiranagar too but nothing has been done in this regard. Meantime at BDO’s office, the BDO was found absent from duty from June 15 without any information in movement in register. ET reporter when contacted Tehsildar Marheen, he first ensured to verify absenteeism at BDO Office and assured that all the funds under MGNREGA will be released within days after discussing the matter with concerned BDO and DDC Kathua. |
