Involved in multi crore scam, GDC principal continues to enjoy posting

Srinagar, June 18: Four years ago, a multi crore scandal was unearthed in purchase of machinery for two dental colleges at Srinagar and Jammu. But the successive governments including present PDP-BJP government have failed to act against the accused including , principal of GDC Srinagar.
As reported by Early Times in its 6-04-2012 edition, the multi crore dental scam came to the fore after clinching evidence showed how medical equipment was bought at much higher costs than its actual price.
Early Times has documents in position including the payment receipts of various equipment including Digital Panoramic X-ray unit and complete vertical back sterilization system, the panoramic X-ray machine was purchased at a cost of RS. 46,80000/= including taxes from VILLA India. After verifying the same from the said company, it was found that the company offering the same x-ray unit at a cost of Rs 1900000 Lakh, clearly showing how the dental college with the approval of the higher authorities purchased these x-ray unit at a whooping cost of around 27 lakh rupees more than the actual cost. Similarly during the purchase of Complete Vertical Back Sterilization System which is available at a price of RS 5 lakh per unit from the same company was purchased at a cost of RS 12,07500 including taxes ....thus shelling out an additional 7 lakh rupees per unit at the cost of the tax payers money, around 8 such systems have been bought by the Srinagar Dental college from VILLA India, while another 7 have been purchased by Dental college Jammu at the same costs, in total 15 such systems have been bought by the state dental colleges at an extra/additional cost of RS 10612500.
As per the documents available with the Early Times the order of purchase was verified by a group of 4 doctors namely Dr. Shabir Ahmed Shah, Dr. Syed Zameer, Dr. Hamid Qureshi and Dr. Suhail Majid Jan in pursuance of Principal/Dean letter No: GDC/Par/3034-35 followed by the verification board and opinion from the expert. The in charge of the store also confirmed that the purchased material was received in full against order No: GDC/Par/504-07.
It was not only the team of four doctors who verified the purchase bills; senior officials of the Dental College also authenticated the bills by putting their signatures on it. The documents also stated that the purchase was made after the satisfactory report issued by the expert of GMC Srinagar Vide letter No: RD 200-02/2009.
As per the reports the deducted scam is the tip off iceberg among the scam of purchase of material for various government departments other than Medical Education runs into several crores, where several top rank government officials are involved into looting of public exchequer with both hands. Both previous government headed by Omar Abdullah as well as the present government of PDP-BJP headed by Mehbooba Mufti turned blind eye towards this issue of magga corruption as a result of which tainted Principal continue to enjoy his posting hassle free despite the fact that vigilance is also probing the case.
Following Early Times report, eight member vigilance team headed by the then Dy. SP Mohammad Irshad on 7-04-2012 conducted the raid and seized the records pertaining to the Dental Scam. During the preliminary scrutiny of the record, State Vigilance department at that time deducted Rs. 7-8 Cr fraud in purchase of various equipments for Dental Colleges Viz Jammu and Srinagar including the record pertaining to purchase of Digital Panoramic x-ray unit and complete vertical back sterilization system from VILLA India. The insider on the condition of the anonymity informed the "Early Times" that the scandal is much bigger than the expectation and amount to the tune of more than Rs. 40 Crore has been swindled by different stake holders.
