What did BJP national general secretary Ram Madhav, who clinched what is being termed in Jammu region as "anti-Jammu, anti-Ladakh, Kashmir-centric and militant and separatist-friendly and accepted the perverted and communally-motivated Kashmiri view that Pakistan is also a stakeholder in this part of Jammu and Kashmir", mean by 80% development, 10% governance, 10% politics? He should have explained everything to the reporters in Bengaluru on April 5, but the cornered and under attack Ram Madhav kept everyone guessing, thus exposing his political bankruptcy. Or, perhaps, he didn't know what he meant?
After all, Ram Madhav negotiated the deal with someone who was far more shrewd, far more intelligent, far more politically wise and highly committed to the Kashmiri cause. SRINAGAR, Apr 7: The funds meant for tree plantation were spent on carpets, LEDs and Ipods during the National Conference-led coalition government in J&K, according to the Comptroller and Auditor General (CAG) of India.
In its 2013 report, the CAG has mentioned that the state government diverted funds for afforestation towards all sorts of things-payment of loan, sports meet, payment to private hotels, etc.
The money was also spent on purchase of ACs, sofa sets, projectors, installation of office cabins, electric transformers and vehicles.

JAMMU, Apr 7: J&K is facing acute shortage of senior police officers as nearly 33 percent posts of Indian Police Service (IPS) officers are vacant, affecting the working of already overburdened police organisation.
According to the Home Department, as on January 1, 2015, J&K had 49 vacant posts of IPS officers. Against the sanctioned strength of 147, only 98 officers were in place.
Out of the total posts of 147, 80 are filled by direct quota while the remaining are filled through induction. But due to lack of direct quota officers, many junior level officers have been holding senior posts.
